TO: HONORABLE MAYOR, CITY COUNCIL MEMBERS AND THE
PLANNING AND ZONING COMMISSION
FROM: ROGER NELSON, CITY MANAGER ,
H.T. HARDY, DIRECTOR OF DEVE IOPMENT SERVICE( T,%
MEETING DATE: MAY 17, 2005
SUBJECT: DEVELOPMENT SERVICES TECHNICAL REPORT OF ZONE
CHANGE APPLICATION Z05-03
APPLICANT: Gary Hazelwood
PROPERTY LOCATION AND SIZE:
The subject property is located at 908, 917, 918 and
920 East Northwest Highway and is proposed to be
platted as Lot 1, Block 1, Grapevine Corner. The
addition contains 4.66 acres and has approximately
628 feet of frontage along Wall Street, 549 feet of
frontage along East Northwest Highway and 415 feet
of frontage along Gaylord Trail (Business 114).
REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone 4.66 acres from "HC" Highway
Commercial District, "LI" Light Industrial District, and "SP" Site Plan District to "CC"
Community Commercial District for proposed retail development.
The applicant proposes to develop three retail structures comprising some 24,000 square
feet, 13,341 square feet and 8,691 square feet on the subject property.
PRESENT ZONING AND USE:
The property is currently zoned "HC" Highway Commercial District, "LI" Light Industrial
District and "SP" Site Plan District. The property was developed as King Arthur's Castle
and a wand -style car wash. The "LI" Light Industrial District zoning was associated with
State right-of-way that has since been abandoned.
0AZCU\Z05-03.4 1 May 9, 2005 (12:16PM)
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and adjacent property was zoned "C-2" Community Business District prior to
the 1984 City Rezoning. A portion of Lot 5R (Kar Wash) to the west was rezoned to "S -P"
Site Plan Zoning in 1984—the remainder of Lot 5 and Lot 6 were rezoned to "HC" Highway
Commercial District during the 1984 City Rezoning. The properties to the north and east
were rezoned from 14' Light Industrial District to "CC" Community Commercial District and
"Ll" Light Industrial District respectively during the 1984 City Rezoning. Also during the
1984 City Rezoning, the property to south was rezoned from "R-3" Multiple Family District
and "C-2" Community Business District to "PID" Planned Industrial Development District.
Conditional use request CU99-38 was approved by Council at their September 21, 1999
meeting which allowed for 200 square foot retail expansion and the addition of gasoline
sales for King Arthur's Castle.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC" Community Commercial District—vacant
SOUTH: "CC" Community Commercial District—vacant
EAST: "Ll" Light Industrial District—former Trencor site
WEST: "HC" Highway Commercial District—vacant structure
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial Land Use. The
applicant's proposal is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Wall Street as a Type E* Collector with a minimum 65 -
foot right-of-way developed as four lanes with an 11 -foot travel lane width.
