SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A 1984
MOTOR COACH INDUSTRIES MOTOR COACH FROM TERRY
TANNER, A PRIVATE OWNER.
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of a 1984 Motor Coach
Industries motor coach from Terry Tanner, a private owner, in an amount not to exceed
$64,000.00.
FUNDING:
Funds are available in the Federal Forfeiture account 114-44686-209-1.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (D) that provides a general
exemption from the bid process for purchases available from only one source. The
procurement is from an individual and will be made in accordance with A Guide to
Equitable Sharing of Federally Forfeited Property for State and Local Law Enforcement
Agencies, Uses of Equitably Shared Property, A. Law Enforcement Uses, 1. Permissible
Uses, c. Law Enforcement Equipment and Operations.
The purpose of this resolution is to approve the purchase of a 1984 Motor Coach
Industries motor coach that will be used in the field by the Police Department as a
Mobile Command Center. A Mobile Command Center is essential to the coordination
and deployment of police field personnel during extended major incidents and
catastrophic events.
An additional $65,000 to $70,000 will be needed for equipment to convert the coach into
an operational command center. $50,000 of the conversion will be funded through a
federal grant from the Department of Homeland Security and the remaining will be
funded from the Federal Forfeiture account.
Staff believes that purchasing the motor coach would be highly beneficial to the City for
public safety fairs, festivals and public relations. Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNATE TO PURCHASE A
1984 MOTOR COACH INDUSTRIES MOTOR COACH AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 252,
Subchapter B, Section 252.022 (a) (7) (D) that provides a general exemption from the bid
process for purchases available from only one source; and
WHEREAS, the City of Grapevine, Police Department is in need of a mobile
command center for police operations; and
WHEREAS, Terry Tanner, a private owner, has a 1984 motor coach for sale that
will meet the needs the Police Department of the City of Grapevine, Texas.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council authorizes the purchase of a 1984 Motor Coach
Industries motor coach with funds available in the Federal Forfeiture account in the total
amount of $64,000.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said vehicle.
Section 4. That this resolution shall become effective from and after the date of
its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 21st day of June, 2005.
