SUBJECT: RESOLUTION TO PARTICIPATE IN THE STATE BOATING
ACCESS GRANT PROGRAM FOR A HIGH WATER BOAT
RAMP AND RESTROOM FACILITY AT KATIE'S WOODS
RECOMMENDATION:
Staff recommends the City Council adopt a resolution authorizing and directing staff to
participate in the State Boating Access Grant Program with the Texas Parks and Wildlife
Department for the development of a high water boat ramp, restroom facility and
extension of the existing low water ramp at Katie's Woods.
FUNDING SOURCE:
Funds are available for this project in account 173-72115-0001.
BACKGROUND:
A boat ramp was removed with the construction of the Gaylord Texan Resort and
Convention Center on Lake Grapevine and $150,000 was budgeted in the TIF to replace
the boat ramp at another location on the lake. Staff recommends that the new boat
ramp be constructed at Katie's Woods because the elevation at the existing boat ramp is
best suited for the addition of a high water ramp. This ramp would only be used during
times that the lake level is high and when other ramps are closed. In the past year, all
10 of the boat ramps that the City manages have been closed due to high water levels at
the lake. This not only means that citizens cannot access the lake but also means a
loss of revenue. The proposed high water ramp would allow citizens to access the lake
and allow for the City to collect revenue at the new ramp.
The grant also allows for the construction of restroom facilities so staff is recommending
that a restroom be included in the grant application to replace the current restroom at
Katie's Woods. This restroom is scheduled to be replaced in the five-year development
plan that the Council approved at the September 21, 2004 meeting.
The proposed City matching contribution to the estimated $506,540 project is $126,635,
which is 25% of the total cost of the project. A total of $150,000 was budgeted in the
Gaylord Texan Tax Increment Finance District (TIF) for the construction of the ramp and
this can be utilized as the City's match in the grant.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO MAKE APPLICATION
TO THE TEXAS PARKS AND WILDLIFE DEPARTMENT
FOR A GRANT FOR THE DEVELOPMENT OF A BOAT
RAMP, RESTROOM AND SUPPORTING FACILITIES AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the Texas Parks and Wildlife Department recognizes the importance
of providing public access to public waters for boating, fishing and other recreational
purposes and administers a grant program that provides financial assistance for select
applicants; and
WHEREAS, the City of Grapevine, hereinafter referred to as the "Sponsor", is
desirous of developing a boat ramp and supporting facilities on Lake Grapevine; and
WHEREAS, the State of Texas, acting through the Texas Parks and Wildlife
Department, hereinafter referred to as the "Department", under authority of Section
11.033 and 31.141 of the Parks & Wildlife Code, would provide financial assistance for
such development; and
WHEREAS, the development of such facilities would be of benefit to the citizens
in Grapevine as well as boaters from the State and other states.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City of Grapevine is hereby eligible for assistance and will
enter into a project agreement with the Department to provide for said development on
a reimbursement basis, with the Sponsor providing 25% by appropriations or in-kind
services, and the Department providing 75% matching funds for work accomplished.
Section 2. That the Sponsor has matching funds available.
Section 3. That the Sponsor will operate said facility, perform all necessary
maintenance and repairs to ensure public use, health and safety and provide security
surveillance to minimize creations of nuisance or hazard to the public or adjacent
property owners for the life of the facility or a minimum of 25 years.
Section 4. That said facility will be open at all reasonable times to the public
and that revenue from any user fees will only be used to offset operation and
maintenance costs of any supported facilities.
Section 5. That the application has been submitted to the North Central Texas
Council of Governments for review and comment and a copy of these comments will be
provided to the Department prior to funding approval.
