SUBJECT: PURCHASE OF MOBILE VEHICLE BARRIERS FOR THE PUBLIC
WORKS DEPARTMENT
RECOMMENDATION: City Council to consider approval for the purchase of mobile vehicle
barriers from Meridian Rapid Defense Group.
FUNDING SOURCE: Funds are available in the Capital Acquisition Fund in the amount of
$145,000.
BACKGROUND: The previous item on your agenda was for the purchase of mobile vehicle
barriers for the Police Department using grant funding. These barriers will
prevent vehicles from forcibly entering a secured area and protecting
patrons during our festivals and events.
Additional funding in the amount of $145,000 is to purchase additional
barriers in order to provide protection for both the Northwest
Highway/Main Street intersection and the Dallas Road/Main Street
intersection. The funding provided under the prior agenda item, which is
grant -funded, will only allow deployment of these barriers at one end of
Main Street.
In addition, this item covers an emergency access gate on each end. This
access can be used by first responders to provide immediate vehicular
access to the gated area.
The attached photo is an example of the vehicle barriers, however, they
will be branded with the City logo.
This purchase will be made in accordance with an existing interlocal
agreement with the General Services Administration (GSA) as allowed by
Texas Local Government Code, Chapter 271 and Texas Government
Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to
Meridian Rapid Defense Group. The Public Works Department, the Police
Department, the Fire Department, and Purchasing staff reviewed the
contract for departmental specification compliance and pricing and
determined that the contract would best meet the needs of the City.
Staff recommends approval
