SUBJECT: APPROVAL TO REJECT ALL BIDS RECEIVED FOR
CONSTRUCTION AND RENOVATION SERVICES AT SILVER
LAKE CAMPGROUND
RECOMMENDATION:
City Council to consider rejection of all bids received for construction and renovation
services at Silver Lake Campground.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement posted in the
Fort Worth Star Telegram and the Grapevine Sun on July 3, 2005 and July 17, 2005.
Staff issued bid documents to seven contractors. Two contractors responded to the
invitation. Attached for review is the bid tabulation.
The purpose of this solicitation was to obtain competitive offers for construction and
renovation services at Silver Lake Campground. The services requested included two
restrooms, new water & electric service to all sites, creation of 13 new RV sites, sewer
service to 13 RV sites and five cabins, three wet wells, concrete walks, retaining walls
and other miscellaneous features.
Bids and plans were issued to five qualified contractors and two sub -contractors. A pre-
bid conference was held on July 19th to answer all contractor questions regarding the
project. Two of the qualified contractors returned bids. Both bids were higher than the
amount budgeted for the project.
Staff met with the design consultant to discuss why the bids were higher than their
estimated cost of the project. The consultant explained that the installation of the lift
stations and sewer lines to the depth designed in the lake area, caused the bidders to
overestimate their bid price because of potential flooding that could occur during the
winter construction months. The design consultant has agreed to redesign the sanitary
sewer system in an effort to get the bids back in line with their original estimated costs.

In addition, the design consultant will break out the major elements of the bid package
and bid them separately as buildings, electrical, and water and sewer packages. This
should help in getting more competitive bids for the project. Staff will re -bid this project
within the next week and will have the new bids on the October 16, 2005 City Council
agenda for your review and approval. Our plan to close the campground in October,
complete the renovation and open in April 2006 remains as previously discussed with
Council.
