All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

Cotton Patch Cafe – Historic Downtown Grapevine Outdoor Dining Application
Cotton Patch Cafe integrates seamlessly into the business climate and culture of Historic Downtown
Grapevine. We area great fit for the community, showing visitors to Grapevine a hometown dining
experience, and helping the City of Grapevine continue its historic traditions. Our proposed use will
increase the value of the neighboring properties by spreading out the pedestrian traffic of the Historic
District to the north, allowing an outdoor dining experience to our operating restaurant.
• Cotton Patch Cafe has been a successful Texas business since 1989, when we opened our first
restaurant in Nacogdoches, TX. Our original Grapevine Cotton Patch Cafe located on William D
Tate has been in the community since 1999.
• The Cotton Patch Unit Support Center is located in Grapevine, just off of Main Street at 600 E.
Dallas Road, where we've been a member of the business community for over 5 years.
• Cotton Patch Cafe is a part of every local community we serve—we are members of the
Chamber of Commerce, we're involved with the local schools and sports teams, and we donate
to local charities. Our culture is to give back & help make a difference in people's lives (see
"Cotton Patch Cares" on our website).
o Cotton Patch Cafe is proud of our involvement with Texas Scottish Rite Hospital for
Children. With the help of our loyal customers since 2007, Cotton Patch Cafe has raised
over a million dollars for the Texas Scottish Rite Hospital for Children!
• Cotton Patch Cafe does not operate as a chain restaurant, instead we operate as a local
restaurant serving each individual community. Our menu items are made from scratch in
smaller batches. Menu favorites include Chicken Fried Steak, Homemade Chicken & Dumplings,
Strawberry Pecan Salad, Grilled Cajun Duo and Dr. Pepper Chocolate Cake, just to name a few.
• With over 25 years of restaurant experience, Cotton Patch Cafe has the know-how to enhance
the visitor's overall experience to historic downtown Grapevine. Our brand is authentic, like
Grapevine, serving Texas comfort food in a friendly atmosphere. The experience at Cotton
Patch Cafe will help bring visitors back to Grapevine. We're excited to partner with the
Grapevine Visitors & Convention Bureau, as well as participate in downtown festivities such as
Grapefest, Main Street Days and decorating at Christmas. We're proud to uphold Grapevine as
the "Christmas Capital of Texas."
• The site in downtown Grapevine is perfect for our quaint family dining experience with only 117
seats. We are NOT a bar --alcohol mix is projected to be around 3%, which is average for our
brand. Any alcohol served in the proposed outdoor area is restricted to within the patio
perimeter with posted signs.
• The outdoor dining area consists of six tables (24 seats), each with a fabric umbrella. No
additional lighting is provided. A four foot minimum path for pedestrian access is retained.
• A single speaker is provided at the soffit of the double door entry to the restaurant, sharing the
interior music for enjoyment of the outdoor dining customers.
• Our typical hours of operation are 11:00 AM – 9:30PM, extending to around 10 PM during some
weekends or holidays in order to serve the needs of the community.
• We need just a few employees to run the restaurant, and will therefore not interfere with the
parking needed for visitors to the area. .....

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Permit CU14-26 (Ord. 2014-39) approved at the July 15, 2014 meeting
to allow for the possession storage, retail sales and on -premise premise consumption of
alcoholic beverages (beer, wine and mixed beverages), specifically to allow outside
dining and outdoor speakers in conjunction with a restaurant, and take any other action
necessary.
BACKGROUND INFORMATION
Cotton Patch restaurant was established on the subject site with the approval of
Conditional Use Permit CU14-26 (Ord. 2014-39) by the City Council at the July 15, 2014
meeting, to allow for the possession storage, retail sales and on -premise premise
consumption of alcoholic beverages (beer, wine and mixed beverages).
With this request the applicant proposes to add outdoor seats and one outdoor
loudspeaker. The outdoor seats are proposed adjacent to East Wall Street and South
Main Street. The revised seating layout will accommodate 137 patrons: 117 seats
indoors and twenty (20) outdoor seats. The applicant will maintain a minimum
clearance of four (4') feet between the tables and the building. One outdoor speaker
located at the main entrance is proposed to provide background music. No additional
changes are proposed to the subject site.

To Whom It May Concern,
This letter is to verify that your request for a conditional use permit located at 129 South Main Street
#155 and platted as Lot 1, Block 1, Hazelwood Commercial Building, specifically to allow outside
dining and an outdoor speaker in conjunction with a restaurant was approved by the Site Plan
Review Committee on July 6, 2016. A copy of the approved site plan is included.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
