The Planning and Zoning Commission of the City of Grapevine, Texas met in
Special Briefing Session on this the 16th day of August, 2005 at 7:00 p.m. in the
Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor,

Mayor Tate called the joint meeting to order at 7:55 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 8:34 p.m.

Commissioner, Herb Fry delivered the Invocation.
JOINT PUBLIC HEARINGS
ZONE CHANGE REQUEST Z05-07 — B & G ADDITION
First for the Commission to consider and make a recommendation to the City Council was
Zone Change Request Z05-07 submitted by Dino Idoski for property located approximately

100 feet east of Lonesome Dove Road on the north side of South Gravel Circle and
proposed to be platted as Lots 1-3, Block 1, B & G Addition. The applicant was requesting
to rezone 0.72 acres from "R-20" Single Family District to "R-7.5" Single Family District for
future residential development.
The applicant was proposing to rezone and subdivide the subject property into three
residential lots comprising approximately 10,455 square feet for each lot.
Dino Idoski, the applicant, was available to answer questions and request favorable
consideration of the request.
With no further guests to speak, two letters of support and no petitions, the public hearing
was closed.
In the Commission's deliberation session, Chris Coy moved, with a second by Becky St.
John, to approve Zone Change Request Z05-07, and the motion prevailed by the following
vote:

ZONE CHANGE REQUEST Z05-08 CITY OF GRAPEVINE
Next for the Commission to consider -and make a recommendation to the City Council was
Zone Change Request Z05-08 submitted by the City of Grapevine for property located at
the northeast corner of Genesis Way and State Highway 121 and described as Tract 2A,
Abstract 586 and Tract 1131, Abstract 1415. The applicant was requesting to rezone 12.49
acres from "PID" Planned Industrial Development District to "CC" Community Commercial
District for future development.
With no further questions, one letter of concern and no petitions, the public hearing was
closed.
In the Commission's deliberation session, Rob Undersander moved, with a second by Chris
Coy, to approve Conditional Use Request Z05-08. The motion prevailed by the following
vote:

CONDITIONAL USE REQUEST CU05-47 — MAIN STREET BLUES
Next for the Commission to consider and to make a recommendation to the City Council
was Conditional Use Request CU05-47, Main Street Blues submitted by Monika Gusman for
property located at 814 and 816 South Main Street and platted as Lot 4D, Lipscomb Daniel
Addition. The applicant was requesting to amend the previously approved site plan of
CU04-41 (Ord. 04-86) for a restaurant with the possession, storage, retail sale and on -
premise consumption of alcoholic beverages (beer, wine and mixed drinks) in conjunction
with a restaurant, specifically to allow for an expansion of the existing restaurant.
The applicant intended to expand the restaurant into the space previously occupied by the
Mad Duck bicycle shop. With a maximum occupant load of 392 persons, parking required
for the restaurant totals 131 spaces. Parking spaces available immediately to the north on
the Heritage Foundation property totals 71 spaces. The City parking lot located on the north
side of Dallas Road across from the Police and Courts Building totals 106 spaces. In total,
177 parking spaces are available to serve the restaurant.
Monika Gusman, the applicant, was available to answer questions and request favorable
consideration of the request.
With no further speakers, no letters and no petitions, the public hearing was closed
In the Commission's deliberation session, there was discussion the use of valet parking by
the restaurant and specifically the blocking of spaces within the public parking lot. Mr.
Lowery stated that he believed this was a question of convenience rather than a safety
issue. The applicant assured the Committee that the cones placed to block parking spaces
would be removed. Herb Fry moved, with a second by Chris Coy, to approve Conditional
Use Request CU05-47, and the motion prevailed by the following vote:
Ayes: Oliver, Fry, Coy, Wilson, Undersander, St. John and Lowery

CONDITIONAL USE REQUEST CU05-48 — GOURMET CONCEPTS
Next for the Commission to consider and make a recommendation to the City Council was
Conditional Use Request CU05-48 submitted by Candice Hunter for property located at 413
South Main Street and platted as Lots 5 & 6, Block 18, Original Town of Grapevine. The
applicant was requesting a conditional use permit to allow for the possession, storage, retail
sale and on- and off -premise consumption of alcoholic beverages (wine only) in conjunction
with a restaurant.
The applicant operates a retail shop specializing in cheeses and prepared foods and
intended to sell and serve wine on -premise to patrons of the store.

Candice Hunter, the applicant, was present to answer questions and request favorable
consideration of the request.
With no further guests to speak, no letters and no petitions, the public hearing was closed.
In the Commission's deliberation session, Rob Undersander moved, with a second by Mark
Lowery, to approve Conditional Use Request CU05-48, and the motion prevailed by the
following vote:

CONDITIONAL USE REQUEST CU05-50 — WINERY ON MAIN
Next for the Commission to consider and make a recommendation to the City Council was
Conditional Use Request CU05-50 submitted by Gary Farina for property located at 420
South Main Street and platted as Lot 12, Block 3, Original Town of Grapevine. The applicant
was requesting to allow for the possession, storage, retail sale and on- and off -premise
consumption of alcoholic beverages (wine only) in conjunction with a winery.
The applicant was proposing to use 420 South Main Street for retail sales, consumption and
storage of wine. The applicant intended to use available parking in the area to meet the
additional demand.
Gary Farina, the applicant, was present to answer questions and request favorable
consideration of the request.
With no additional guests to speak, no letters and no petitions, the public hearing was
closed.
In the Commission's deliberation session, Chris Coy moved, with a second by B J Wilson, to
approve Conditional Use Request CU05-50, and the motion prevailed by the following vote:

HISTORIC LANDMARK APPLICATION HL05-03 SIMMONS HOUSE
Next for the Commission to consider and make a recommendation to the City Council was
Historic Landmark Request HL05-03 submitted by the City of Grapevine for property located
at 702 East Northwest Highway and platted as Lot 2, Block 1, Premier Addition. The
applicant was requesting a Historic Landmark Subdistrict designation for the property. The

property is zoned "HC" Highway Commercial District and is owned by Classic Tile and
Plastering, Inc.
The Historic Preservation Commission at their June 29, 2005 meeting adopted the
preservation criteria for the Simmons House. Preservation criteria for this proposed district
addressing such issues as setbacks, driveways, parking, exterior finishes and other
architectural embellishments were established by the Historic Preservation Commission to
preserve the historic integrity of the property.
Mr. Tim Bowling, representing the owner, spoke in protest of the request. Mr. Bowling stated
concern that the request could limit possible development opportunities in the future.
Bart Adams, part owner, spoke in protest of the request, asking for additional time to
discuss the case with Staff.
Chris Coy moved, with a second by B J Wilson, to table Historic Landmark Subdistrict
request HL05-03 to September 20, 2005, and the motion prevailed by the following vote:
Ayes: Oliver, Fry, Coy, Wilson, St. John and Lowery
Nays: Undersander
HISTORIC LANDMARK HL05-04 — 420 EAST WALL STREET
Next for the Commission to consider was Historic Landmark Subdistrict Application HL05-04
submitted by Craig and George Hurst for property located at 420 East Wall Street and
platted as Lot 5R, Block 1, G. E. Hurst Addition. The applicant was requesting Historic
Landmark Subdistrict on the property for future development.
The Historic Preservation Commission at their May 25, 2005 meeting adopted the
preservation criteria for the 420 East Wall Street Subdistrict. Preservation criteria for this
proposed district addressing such issues as setbacks, driveways, parking, exterior finishes
and other architectural embellishments were established by the Historic Preservation
Commission to preserve the historic integrity of the property.
The applicant requested the item to be tabled to September 20, 2005.
Chris Coy moved, with a second by B J Wilson, to table the public hearing for Historic
Landmark Subdistrict request HL05-04 to September 20, 2005 joint City Council meeting.
The motion prevailed by the following vote:

Next for the Commission to consider and make a recommendation to the City Council was
Historic Landmark Request HL05-05 submitted by Nosa and Anna Evbuomwan for property
located at 238 Austin Street and platted as south one-half of Lots 7 & 8, Block 104, College
Heights Addition. The applicant is requesting a Historic Landmark Subdistrict designation.
The property is zoned "R-7.5" Single Family District and is owned by Nosa and Anne
Evbuomwan.
With no further guests to speak, one letter of approval and no petitions, the public hearing
was closed.
In the Commission's deliberation session, Herb Fry moved, with a second by Mark Lowery,
to approve Historic Landmark Subdistrict request HL05-05. The motion prevailed by the
following vote:

ADDITION
Next for the Commission to consider and make a recommendation to the City Council was
the Statement of Findings and Preliminary Plat Application of Lots 1-3, Block 1, B & G
Properties Addition submitted by Dino Idoski for property located approximately 100 feet
east of Lonesome Dove Road on the north side of South Gravel Circle. The applicant was
preliminary platting 0.72 acres for a proposed single-family development. The property is
owned by B & G Properties.
In the Commission's deliberation session, B J Wilson moved, with a second by Herb Fry, to
approve the Statement of Findings and Preliminary Plat Application of Lots 1-3, Block 1, B &

Lonesome Dove Road on the north side of South Gravel Circle. The applicant was final
platting 0.72 acres for a proposed single-family development. The property is owned by B &
G Properties.
In the Commission's deliberation session, B J Wilson moved, with a second by Herb Fry, to
approve the Statement of Findings and Final Plat Application of Lots 1-3, Block 1, B & G
Properties Addition. The motion prevailed by the following vote:
Aye: Oliver, Fry, Coy, Wilson, Undersander, St. John and Lowery
Nays: None
Next for the Commission to consider were the Planning and Zoning Commission minutes of
the July 19, 2005 regular meeting.
Mr. Oliver noted the following correction on Page 3 of the Public Hearing minutes:
Change "this property was clearly not grandfathered..." to read "this property was
grandfathered..."
Chris Coy moved, with a second by Rob Undersander, to approve the Planning and Zoning
Commission minutes of July 19, 2005 with the noted change. The motion prevailed by the
following vote:
Aye: Oliver, Coy, Undersander, St. John and Lowery
Nays: None
Abstain: Fry and Wilson
Next for the Commission to consider were the Planning and Zoning Commission workshop
minutes of July 26, 2005.
Becky St. John noted the following correction on page 2 of the minutes:
List of unprotected trees: delete Mimosa

Commission workshop minutes of July 26, 2005. The motion prevailed by the following vote:
