FINANCIAL IMPACT: The proposed increase will generate approximately $125,000 in additional revenues, assuming 69,000 rounds of golf annually. BACKGROUND INFORMATION: The Grapevine Municipal Golf Course last increased fees in May of 2001. The current schedule of fees does not provide adequate revenue to defray the cost of operations. The fee changes below will allow the Golf Course to continue to be a self-sustaining operation. Itemized below is a schedule of proposed fees which is compared to existing fees. In addition to the proposed individual fees, it is recommended that we allow purchase of punch cards for 20 or 30 rounds of golf at discounted rates for weekday use only. The 30 round card would cost $720.00 or $24.00/round and the 20 round card would cost $500.00 or $25.00/round. This would provide an incentive for players to buy multiple rounds of golf and should help the course cash flow. The ordinance also provides authority for the Director of Golf, with the City Manager's approval, to offer discounts and special marketing programs to encourage play at the course. Some examples of such programs may include adding a sleeve of golf balls, free driving range tokens, food or other items along with a paid green fee. The effective date for these changes is proposed as December 1, 2005. It is a good strategy to increase fees during periods of low play; in this case, during the winter season. The Golf Course Advisory Board, Director of Golf and Director of Administrative Services recommend approval. The attached ordinance incorporates these changes. For marketing purposes, the Director of Golf is authorized to deviate from the above schedule of fees in order to offer special promotional events such as reduced green fees during certain hours, green fees inclusive of range balls, food products and other promotions, with the approval of the City Manager or his designee. Section 3. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance or application thereto any person or circumstance is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 4. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed Five Hundred Dollars ($500.00) and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. ORD. NO. 2 Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
