SUBJECT: WORKSHOP— COMMUTER RAIL STATION AREA PLANNING
RECOMMENDATION:
City Council and Planning and Zoning Commission to discuss strategy for commuter rail
station area planning, and take any necessary action.
BACKGROUND INFORMATION:
It appears that delays in the Federal process are coming to an end, and it is anticipated
that commuter rail in Grapevine will be up and running in 2018. In January 2015, Council
held a workshop to discuss transit station design, as well as planning for transit corridor
development.
Council generally agreed that they would work towards defining what the station itself
would be, and the Planning and Zoning Commission would work on developing a strategy
for dealing with the planning around the station. Council also agreed that a joint City
Council and Planning and Zoning Commission workshop would be beneficial to kick off the
station area planning project.
Mr. Tim Baldwin, AICP, from the firm Rocky Mountain West Transit and Urban Planning will
be in attendance to help facilitate the discussion. Mr. Baldwin was also present during the
initial planning meetings that were held in 2011. Attached is a PowerPoint presentation
from Mr. Baldwin, as well as a draft timeline for the projects.

Here are the key comments I noted from the City Council workshop regarding station design
and station area planning:
• The Planning and Zoning Commission should be involved in the planning of a transit district
around the station
• The City needs a vision both for the station area, and the P&Z can help establish that
• The City Council, stakeholders, and public will help to define the vision for the station
• The Dallas Road corridor is the prime corridor for station area planning, with a direct impact
on and relationship to Main Street.
• The station — and the entire station area — should be unique and reflect Grapevine and
should complement Main Street.
• The station area vision should be developed before releasing the RFQ on station area
planning.
• Parking will be a key issue in any planning effort.
• There should be a general master plan for the area before the establishment of specific
zoning guidelines.
• The depot design and station area general master plan should be ideally developed in
parallel.
• The depot design and its amenities can proceed independently of the station area planning
if necessary.
• There is a need for public input on the general master plan, and depot design.
Recommended course of action after Council workshop:
• Depot design:
o Council workshop on the depot design to set that process in motion
o Once consensus is reached on major design elements, proceed with a design RFQ in
advance of station construction.
• Station area planning:
o P&Z/Council workshop on station area master plan (including definition of transit
district) and RFQ
o P&Z recommendations to Council on transit district and RFQ
