The Planning and Zoning Commission of the City of Grapevine, Texas 'met in Special
Briefing Session on this the 18th day of October 2011 at 7:00 p.m. in the Planning and
Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the
following members present -to -wit:

Chairman Oliver called the meeting to order at '7":00 p.m.
ITEM 1. BRIEFING SESSION
Chairman Oliver announced the Planning and Zoning Commission would conduct a
briefing session relative to the following cases:
Z11 -06, CU11 -26, PD11 -06 GRAPEVINE TERRACE APARTMENTS
CU11 -27 GRAPEVINE FORD LINCOLN
CU11 -28 BAYLOR MEDICAL CENTER
HL10 -09 D E BOX ADDITION
to discuss development issues.
ADJOURNMENT
After a brief discussion, Chairman Oliver adjourned the meeting at 7:28 p.m.

Mayor Tate called the joint meeting to order at 7:41 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 8:55 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Herb Fry delivered the Invocation and led the Pledge of Allegiance.
JOINT PUBLIC HEARINGS
ZONE CHANGE_ APPLICATION Z11 -06, CONDITIONAL USE APPLICATION CU11 -26.
PLANNED DEVELOPMENT OVERLAY APPLICATION PD11 -06 - GRAPEVINE
TERRACE APARTMENTS
First for the Commission to consider and make recommendation to City Council was
zone change application Z11 -06, conditional use application CU11 -26 and planned
development overlay application PD11 -06 submitted by SPK Development Partners
property located at 2311 West Grapevine Mills Circle and proposed to be platted as Lot

1, Block 1, Grapevine Terrace Apartments Addition. The applicant was requesting to
rezone 11 acres from "R -MF -2" Multifamily District to "R -MF" Multifamily District. The
applicant was also requcr ng a conditional use permit to allow deviation from units per
acre, height and parking and a planned development overlay to allow deviation from
maximum length of buildings and distance between buildings, in conjunction with a 278
unit apartment comple;c.
Due to issues with � the abandonment of a portion of Anderson- Gibson Road staff
requested this case be tabled to the November 15, 2011 meeting
With no further questions, guests to speak, nor letters or petitions, the public hearing
was tabled to November 15, 2011.
CONDITIONAL USE AE,''PLICATION CU11-27 - GRAPEVINE FORD LINCOLN
Next for the Commission t� consider and make recommendation to City Council was
conditional use application CU11 -27 submitted by Carroll Architects for property located
at 801 East State Highway 114 and platted as Lot 2, Block 1, VTG Grapevine Addition.
The applicant was requesting a conditional use permit to amend the previously
approved site plan of CU10 -28 (Ord. 2010 -65) for a planned commercial center for an
automobile dealership with sales and service of new and used vehicles, specifically to
,allow for a new car showroom and one pole sign.
Per. Jeff Carroll, the app :icant, was available to answer questions requested favorable
consideration. Mr. Ganoll stated that construction should be completed and the
conversation should take place in the second quarter of 2012.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, B J Wilson moved to approve conditional use
application CU11 -27. Monica Hotelling seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and Tiggelaar
Nays: None
CONDITIONAL USE APPLICATION CU11 -28 - BAYLOR MEDICAL CENTER
Next for the Commission to consider and make recommendation to City Council was
conditional use application 01..111 -28 submitted by Baylor Medical Center for property
located at 1650 West College Street and platted as Lot 1A; Block A, Grapevine Medical
Center Addition. The applicant was requesting a conditional use permit to amend the
previously approved site plan of CU07 -15 (Ord. 07 -40) specifically to allow a four -story,
167,939 square -foot expansion to the front of the hospital.

Mr. Crandell Davis, representing the application, was available to answer questions and
requested favorable consideration. Discussion was held regarding the access to the
emergency room. Ambulance traffic cornes in from the north on College Street,
however, vehicle traffic can also come in from the south off Lancaster Drive or the
access road.
With no further questions, -guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, Herb Fry moved to approve conditional use
application CU11 -28 Jimmy Fechter seconded the motion, which prevailed by the
following vote.
Ayes: Oliver, Fry, Wilson, Hotelli.ng, Fechter, G. Martin and Tiggelaar
Nays: None
HISTORIC LANDMARK SUBDISTRICT. APPLICATION HL10 -09 - D E BOX ADDITION
Next for the Commission to consider and make recommendation to City Council was
historic landmark subdistrict application HL10 -09 submitted by the City of Grapevine for
property located . at Lots 1-6, Block 1, Lots 1 -16, Block 2, Lots 1 -6, Block 3, Lots 1-6,
Block 4. Lots 1 -16, Blor;k 5, Lots 1-4, Block' 6, Lots 1 -8, Block 8, Lots 1, 2A, 2B, SR,
Block 9, D E Box Addition. The applicant was requesting a historic landmark subdistrict
to be known as the D F_ Box Historic District.
Mr. David Klempin, Historic Preservation Manager, was available to answer questions
and requested favorable consideration. Mr. Klempin stated that certificate of
appropriateness and building permits approvals could be run concurrently to save time
for the homeowner. Major renovations will require approval from the Historic
Preservation Commission. Minor renovations can be approved at a staff level. Staff
offers in house architectural service. Certificates of appropriateness are required for
structures only not pools or landscaping. Property owners within the D E Box Addition
were invited to attend meetings with the Historic Preservation staff and notified by
phone and letters. About 10 -12 property owners were not contacted. Staff will be
flexible with efforts for energy efficient renovations. Appeals of the Historic Preservation
Commission may be made to the City. Council. Historic Landmark Subdistrict
designations are filed with the county deed office.
The following Grapevine residences spoke in support of the application: Ross
Bannister, Burl Gilliam, Diane Cammarata, Vick Cox and Curtis Ratliff. Jeff Avery was
concerned about the amount of flexibility that would be allowed.
With no further questions, guests to speak, two letters of support and four letters of
opposition within the notification area and five letters of support outside the notification
area, the public hearing was closed.

In the Commission's deliberation session, B J Wilson moved to approve historic
landmark subdistrict application HL10 -09. Jimmy Fechter seconded the motion, which
prevailed by the following vote:
Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and Tiggelaar
Nays: None
FINAL PLAT APPLICATION LOT 1 BLOCK 1, PALPANT ADDITION
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lot 1, Block 1, Palpant Addition
submitted by Michael Palpant for property located at 401 North Main Street. The
applicant was final platting 0.984 acres for a residential structure.
In the Commission's deliberation session B J Wilson moved to approve the Statement
of Findings and Final Plat Application of Lot 1, Block 1, Palpant Addition. Monica
Hotelling seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Fry., Wilson, Hotelling, Fechter, G. Martin and Tiggelaar
Nays: None
FINAL PLAT APPLICATION LOTS 12R1 AND 12R2, BLOCK 6� PLACID PENINSULA

Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lots 12R1 and 12R2, Block 6,
Placid Peninsula Addition submitted by Robert Tatangelo for property located at 3504
Fred Bird Lane. The applicant was final platting 0.39 acres to split the residential lot into
two lots.
In the Commission's deliberation session B J Wilson moved to approve the Statement
of Findings and Final Plat Application of Lots 12R1 and 12R2, Block 6, Placid Peninsula
Addition. Gary Martin seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and Tiggelaar
Nays: None

September 20, 2011. Jimmy Fechter seconded the motion, which prevailed by the
following vote:

With no further business to discuss, B J :Wilson moved to adjourn the meeting at 9:05
