The Planning and Zoning Commission of the City of Grapevine, Texas met in Special
Briefing Session on this the 15th day of November 2011 at 7:00 p.m. in the Planning
and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas

Chairman Oliver called the meeting to order at 7:00 p.m.
ITEM 1. BRIEFING SESSION
Chairman Oliver announced the Planning and Zoning Commission would conduct a
briefing session relative to the following cases:
Z11 -06, CU11 -26, PD11 -06 GRAPEVINE TERRACE APARTMENTS
CU11 -30 MASSEY CARWASH
CU11 -31 GRIMALDI PIZZERIA
CU11 -32 ANGELS' ATTIC
to discuss development issues.
ADJOURNMENT
After a brief discussion, Chairman Oliver adjourned the meeting at 7:28 p.m.

Mayor Tate called the joint meeting to order at 7:38 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 9:16 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Monica Hotelling delivered the Invocation and led the Pledge of
Allegiance.
JOINT PUBLIC HEARINGS
ZONE CHANGE APPLICATION Z11 -06, CONDITIONAL USE APPLICATION CU11 -26
PLANNED DEVELOPMENT OVERLAY APPLICATION PD11 -06 - GRAPEVINE
TERRACE APARTMENTS
First for the Commission to consider and make recommendation to City Council was
zone change application Z11 -06, conditional use application CU11 -26 and planned
development overlay application PD11 -06 submitted by SPK Development Partners
property located at 2311 West Grapevine Mills Circle and proposed to be platted as Lot

1, Block 1, Grapevine Terrace Apartments Addition. The applicant was requesting to
rezone 11 acres from "R -MF -2" Multifamily District to "R -MF" Multifamily District. The
applicant is also requesting a conditional use permit to vary from the established
standards relative to density, height, parking and front yard setback and a planned
development overlay to include but not be limited to deviation from building length,
building separation and location, location of off - street parking and landscaping.
Mr. Jon Koster, the applicant, was available to answer questions requested favorable
consideration. Mr. Koster discussed that the property would have elevator access
therefore requiring the additional length of the buildings. Due to topography issues with
the property the extra height of the buildings will allow maximum development and offer
views of the lake. The project will also have below grade parking, granite countertops
and wood floors.
City Council and the Planning and Zoning Commission were concerned with the number
of variances the applicant requested and the benefits the city would receive for granting
them.
After a brief discussion, the applicants requested that the public hearing be tabled to the
December 20, 2011 public hearing in order to address the requested variances.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was tabled to December 20, 2011.
CONDITIONAL USE APPLICATION CU11 -30 - MASSEY CAR WASH
Next for the Commission to consider and make recommendation to City Council was
conditional use application CU11 -30 submitted by Steve Massey for property located at
1211 West Northwest Highway and platted as Lot 1, Block 1, Westview Business Park.
The applicant was requesting a conditional use permit to allow renovations to an
existing hand held car wash specifically to convert one bay into an automatic wash bay.
Mr. Chris Coats and Mr. Steve Massey, the applicants, were available to answer
questions requested favorable consideration. Discussion was held regarding traffic flow
on the property and the exits onto the public rights -of -way. Mr. Massey stated that at
first staff will be on hand to help direct traffic.
With no further questions, guests to speak, one letter of support, the public hearing was
closed.
In the Commission's deliberation session, discussion continued regarding exits onto the
public rights -of -way. B J Wilson moved to approve conditional use application CU11 -30
with the condition that the entrance /exit on Northwest Highway be marked as right turn
only and the northern most entrance /exit on Dove Road should be marked right turn
only with a directional median installed; traffic buttons shall also be installed on the
southern side of the car wash for control of interior traffic flow; applicant shall work with

staff regarding the placement of the directional median and traffic buttons with submittal
to the Site Plan Review Committee for acceptance. Monica Hotelling seconded the
motion, which prevailed by the following vote:

CONDITIONAL USE APPLICATION CU11 -31 - GRIMALDI PIZZERIA
Next for the Commission to consider and make recommendation to City Council was
conditional use application CU11 -31 submitted by Grapevine Pizzeria, Inc. for property
located at 1401 William D Tate Avenue #100 and platted as Lot 2A -1, Block 1, Hayley
Addition. The applicant was requesting a conditional use permit to amend the
previously approved site plan of CU11 -23 (Ord. 11 -51) for a planned commercial center,
specifically to allow the possession, storage, retail sale, and on- premise consumption of
alcoholic beverages (beer, wine and mixed beverages), outdoor speakers, and outside
dining in conjunction with a restaurant.
Mr. David Levine, representing the application, was available to answer questions and
requested favorable consideration. Mr. Levine stated that this will be their 14th location
in Texas and only about 15% of their sales comes from alcoholic beverages.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, B J Wilson moved to approve conditional use
application CU11 -31. Jimmy Fechter seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, G. Martin, Tiggelaar and Szot
Nays: None
CONDITIONAL USE PERMIT CU11 -32 - ANGELS' ATTIC
Next for the Commission to consider and make recommendation to City Council was
conditional use application CU11 -32 submitted by the City of Grapevine for property
located at 1629 West Northwest Highway and platted as Lot 1, Block 1, Northwest
Plaza Addition. The applicant was requesting a conditional use permit to establish a
retail store with sales of secondhand goods in an enclosed building in excess of 3,000
square feet of floor area.
Mr. Phillip Bressinck, the applicant, was available to answer questions and requested
favorable consideration. Mr. Bressinck stated that the shop is an upscale resale store
associated with Whites Chapel Methodist Church. This space will be used for donation
drop off, a sorting area and some retail sales.

was closed.
In the Commission's deliberation session, B J Wilson moved to approve conditional use
application CU11 -32. Gary Martin seconded the motion, which prevailed by the
following vote:

FINAL PLAT APPLICATION LOTS 1A -1R AND 1A -2R, BLOCK 1, W LAWLER
ADDITION
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lots 1A -1 R and 1A -2R, Block 1,
W R Lawler Addition submitted by Dr. Becky Coats for property located at 2689 Ira E
Woods Avenue. The applicant was final platting 1.58 acres for two medical offices.
In the Commission's deliberation session B J Wilson moved to approve the Statement
of Findings and Final Plat Application of Lots 1A -1R and 1A -2R, Block 1, W R Lawler
Addition. Monica Hotelling seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, G. Martin, Tiggelaar and Szot
Nays: None

PRELIMINARY PLAT APPLICATION LOT 1, BLOCK 1, GRAPEVINE TERRACE
APARTMENTS
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Preliminary Plat Application of Lot 1, Block 1, Grapevine
Terrace Apartments submitted by SPK Development Partners for property located west
of Grapevine Mills Mall. The applicant was preliminary platting 10.3982 acres for the
development of an apartment complex.
In the Commission's deliberation session B J Wilson moved to deny the Statement of
Findings and Preliminary Plat Application of Lot 1, Block 1, Grapevine Terrace
Apartments. Jimmy Fechter seconded the motion, which prevailed by the following
vote:

FINAL. PLAT APPLICATION LOT 1, BLOCK 1, GRAPEVINE TERRACE APARTMENTS
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lot 1, Block 1, Grapevine
Terrace Apartments submitted by SPK Development Partners for property located west
of Grapevine Mills Mall. The applicant was preliminary platting 10.3982 acres for the
development of an apartment complex.
In the Commission's deliberation session B J Wilson moved to deny the Statement of
Findings and Final Plat Application of Lot 1, Block 1, Grapevine Terrace Apartments.
Wayne Szot seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, G. Martin, Tiggelaar and Szot
Nays: None
CONSIDERATION OF MINUTES
Next for the Commission to consider were the minutes of the October 18, 2011 Planning
and Zoning joint public hearing.
Monica Hotelling moved to approve the Planning and Zoning Commission minutes of
October 18, 2011. Jimmy Fechter seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, G. Martin, Tiggelaar and Szot
Nays: None
ADJOURNMENT
With no further business to discuss, Jimmy Fechter moved to adjourn the meeting at
9:29 p.m. Gary Martin seconded the motion which prevailed by the following vote:
