SUBJECT: TRAFFIC SIGNAL SYSTEM RETIMING-CONSULTANT
SERVICES CONTRACT AMENDMENT
RECOMMENDATION:
City Council consider amending the current Traffic Signal System Retiming services
contract with Kimley-Horn and Associates, Inc. for additional work in an amount not to
exceed $ 21,500, authorize staff to execute said contract, and take any necessary
action.
FUNDING SOURCE
The traffic signal system re -timing contract is part of the Citywide Traffic Signal
Improvements project and is funded by a Congestion Mitigation and Air Quality (CMAQ)
federal grant. Funds are available in "TXDOT Signal Improvements -Professional
Services" account (113-44540-415-4).
BACKGROUND:
The original Traffic Signal System Re -timing contract involved developing new signal
timings for peak periods on all of the City's major arterials including Ball Street, Main
Street, Northwest Highway, State Highway 26, State Highway 121 and William D. Tate
Avenue. The contract amendment involves developing three signal timing plans (AM,
Midday and PM Peak) for the following locations.
• Bass Pro Drive (three signals)
• State Highway 26 adjacent to the Grapevine Mills Mall (two signals)
In addition, two special timing plans (midday and PM peak) for the weekend will be
developed for the four signals adjacent to the Grapevine Mills Mall. The consultant will
also be responsible for all data collection. A copy of the agreement detailing the
additional scope of services is attached.

Dear Mr. Chinnakotla:
Kimley-Horn and Associates, Inc. (Consultant) is submitting this Letter
Agreement to provide Additional Services related to the preparation and
aimplementation of new coordinated signal timing plans as part of the citywide
signal timing project in Grapevine, Texas. This Letter Agreement is in
accordance with our discussions, and when counter -signed and returned to us, it
will constitute an Amendment to our current contract dated May 30, 2003, and
authorized July 2, 2003.
Additional Services
The additional services included under this agreement include the development
and implementation of three (3) new coordinated signal timing plans for the
following five (5) intersections, as part of the new coordinated signal timing
along SH 26:
• SH 26/Gridiron
• SH 26/Grapevine Mills South
• Bass Pro/Embassy Suites Driveway
• Bass Pro/SH 121 NBFR
• Bass Pro/SH 121 SBFR
These coordinated timing plans will be tied into the recent timing implemented at
the intersection of SH 26 and Bass Pro during the weekday AM, Midday, and PM
peak periods. New turning movement counts will be performed at each of the
above listed intersections for 1.5 hours during each peak period.

This agreement also includes the development and implementation of two (2)
new coordinated signal timing plans for each of the intersections listed below,
adjacent to Grapevine Mills Mall, during the Saturday and Sunday peak periods.
New turning movement counts will also be performed at each intersection on
both Saturday and Sunday from 11:00 am to 1:00 pm and from 4:00 pm to 6:00
pm.
• SH 26/Gridiron
• SH 26/Grapevine Mills South
• FM 2499/Grapevine Mills North
• FM 2499/Stars and Stripes
If services beyond those defined in this scope are required, the Consultant will
confer with the Client to receive further authorization before such additional
services are performed.
Task 1 — Data Collection
Turning Movement Counts — The Consultant will obtain weekday AM, Midday,
and PM turning movement counts for the five (5) intersections identified above
for weekday timing plans, plus Saturday and Sunday peak counts for the four (4)
intersections identified with weekend timing.
Assemble Controller Interval Timing - Minimum green, passage, yellow, all -red,
MAX I, MAX II, etc. will be provided by the Client to the Consultant. Existing
yellow, all -red, "walk" and pedestrian clearances will also be provided by the
Client and used by the Consultant.
Verification of Hardware and Geometry - The Consultant will perform an in-
field inventory of the signal hardware and intersection geometry at the above
mentioned intersections.
Condaict Field Observations - Prior to the development of new signal timing, the
Consultant will conduct field observations at the above mentioned intersections
during each peak period.
Task 2 — Generate Timing Plans
Using Synchro 5.0, the Consultant will generate new signal timing plans for the
time periods indicated above, and using the same methods and procedures
identified in the "Signal Timing Optimization" portion of the original letter
agreement.

Deliverables
All documentation for these Additional Services will be consistent with the
deliverables identified in our original Letter Agreement. No additional travel
time runs will be included with these Additional Services.
Schedule
The Consultant will complete Tasks 1 and 2 within four (4) weeks following
receipt of a signed copy of this Letter Agreement, and receipt of the timing data
identified in this agreement, exclusive of Client review time. Additional
services, if desired, will be performed in a timely manner upon authorization by
the Client.
Fee and Billing
The Consultant will perform these Additional Services in accordance with the
terms outlined in our original Letter Agreement dated May 30, 2003. These
Additional Services will be performed for an additional lump sum fee of $21,500,
increasing the total lump sum fee from $94,500 to $116,000. The lump sum fee
includes labor costs and direct expenses identified in this contract, as well as
items such as in-house duplicating, blueprinting, facsimile, local mileage,
telephone, postage, and computer expenses.

Closure
This letter when signed by both parties constitutes an Amendment to our original
Letter Agreement, the terms and conditions of which will remain in full force and
effect unless specifically revised in this Amendment. Please return an executed
copy of this letter at your earliest convenience.
We appreciate the opportunity to continue to provide engineering services to you
and the City of Grapevine. Please contact us if you have any questions or need
