SUBJECT: APPROVAL OF A RESOLUTION FOR THE SALE OF SURPLUS
PROPERTY
RECOMMENDATION:
City Council to consider a resolution declaring the property listed in Attachment A as
surplus and/or salvage and authorizing its sale through sealed bid, public auction or
donation.
BACKGROUND:
This request is to approve a resolution for the sale of surplus property as listed in
Attachment A.
The City currently has several vehicles, equipment and/or other property deemed
surplus due to budget fleet replacements, equipment age or condition and other surplus
property no longer needed for City use. Staff has considered age, mileage, cost of
operation and/or life to date maintenance costs when classifying property as surplus.
Detail information including replacement criteria for the two vehicles is shown in
Attachment B.
In addition to the items to be sold at auction, the City has received a request from the
East Wise Fire Rescue Volunteer Fire Department to donate seven 5" supply fire hoses
in various lengths that are no longer used by the Fire Department.
Under Local Government Code Section 253.011 (C), municipalities may transfer
property to a non-profit organization without complying with the notice and bidding
requirements of Section 272.001(a) or other law.
This fire hose has been replaced by newer hose as an upgrade to existing equipment.
Generally, at auction, this type of equipment has to be bundled with other equipment to
obtain bids. Prior sales at auction have brought minimum prices and no other
department within the City has a need for this type of equipment.
The East Wise Fire Rescue is a non-profit, rural, 12 -member, volunteer fire department,
centered 11 miles south of Decatur, Texas. This department is totally unsupported by
municipal funds and relies entirely on minimal contractual agreements with Wise County
and donations received through various fund-raising efforts.

Sfaff recommends approval of the resolution to declare the items listed in the
attachment as surplus and to donate the fire hose to the East Wise Fire Rescue
Volunteer Fire Department.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY
SURPLUS AND/OR SALVAGE; PROVIDING FOR THE
AUTHORIZATION OF THE SALE OR DONATION OF SAID
PROPERTY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, it has been determined that the City of Grapevine, Texas is in
possession of items of surplus and/or salvage property; and
WHEREAS, the procedure for notification of the owners of surplus and/or salvage
property as outlined in the State of Texas statute has been met.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That all items described in attachment "A" are hereby declared surplus
and/or salvage.
Section 3. That the City Manager, or his designee, is hereby authorized to
conduct the sale or donation of said property.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 18th day of May, 2004.
