SUBJECT: APPROVAL OF A RESOLUTION FOR THE DONATION OF
SURPLUS PROPERTY TO THE TEXAS PARKS AND WILDLIFE
DEPARTMENT OF THE STATE OF TEXAS
RECOMMENDATION:
City Council to consider a resolution for the donation of a 2000 Ford Crown Victoria
vehicle to the Texas Parks and Wildlife Department (TPWD) of the State of Texas.
BACKGROUND:
The .Texas Recreation & Park Society, of which Grapevine is a member, has initiated a
program encouraging cities to consider donating surplus equipment to the Texas Parks
& Wildlife Department (TPWD). The equipment that many cities declare as surplus is in
better condition than what exists at our State parks. In many of the State parks it is not
uncommon to see several pieces of equipment in the maintenance yard that park staff is
using for parts to keep one piece of equipment operational.
The Texas Parks & Wildlife Department and Grapevine have had a good partnership
over the past decade. Grapevine has received grants from TPWD for the development
of several parks in the City including Dove Park, Parr Park, Bear Creek Park, Oak Grove
Park, Pickering Park, Cluck Park and Meadowmere Park. Likewise, Grapevine has
shown support for TPWD's budget during past legislative sessions.
The City has received a request from the TPWD to donate a Ford Crown Victoria vehicle
to use in the parks program. If approved, this vehicle will replace a 1995 Dodge Intrepid
at Mother Neff State Park near Moody, Texas. The Crown Victoria was declared surplus
by the Council at the May 18th Council meeting. Under Local Government Code Section
253.011 (C), municipalities may transfer property to a non-profit organization without
complying with the notice and bidding requirements of Section 272.001(a) or other law.
Please see the attached resolution and letter from the TPWD regarding the proposed
donation.

leadership accepts your proposal, then we could use your surplus vehicle to
replace a Park Manager's vehicle currently located at Mother Neff State Park.
This vehicle, a 1995 Dodge'Intrepid, is quickly reaching the end of its useful life
and is approaching the point where the cost of maintenance will exceed its
benefits.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY
SURPLUS AND/OR SALVAGE; PROVIDING FOR THE
DONATION OF SAID PROPERTY TO THE TEXAS PARKS &
WILDLIFE DEPARTMENT; AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, it has been determined that the City of Grapevine is in possession of
surplus and/or salvage property; and
WHEREAS, one item would be of use to the Texas Parks & Wildlife Department.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the following item is declared surplus and is donated to the Texas
Parks & Wildlife Department:

Section 3. That the City Manager, or his designee, is authorized to make the
above item available to the Texas Parks & Wildlife Department.
Section 4. That this resolution shall take effect from and after the date of its
