MEMO TO: HONORABLE MAYOR AND MEMBERSOF THE CITY COUNCIL
/
FROM: ROGER NELSON, CITY MANAGER . /
MEETING DATE: AUGUST 17, 2004
SUBJECT: APPROVAL OF A RESOLUTION FOR THE DONATION OF
SURPLUS PROPERTY TO THE MCFADDEN RANCH FOR
TEXAS YOUTH — ROANOKE, TEXAS
RECOMMENDATION:
City Council to consider a resolution for the donation of two soccer goals to the
McFadden Ranch for Texas Youth — Roanoke, Texas. Please see the attached
resolution.
BACKGROUND:
The McFadden Ranch for Texas Youth is a minimal detention facility for Texas youth. It
is the largest facility of its kind in the State of Texas. There are currently 52 youth
residing at the facility. McFadden Ranch has one soccer field that has milk crates as the
soccer goals.
The City recently removed eight soccer goals at Oak Grove Park and replaced them with
new goals purchased by the Grapevine-Southlake Soccer Association. The eight soccer
goals that were removed from Oak Grove Park are headed for the scrap metal pile at the
Service Center. The funds the City would receive for the two soccer goals as scrap
metal would be minimal. Under Local Government Code Section 253.011 (C),
municipalities may transfer property to a non-profit organization without complying with
the notice and bidding requirements of Section 272.001(a) or other law.
