SUBJECT: CONSIDER AWARD OF BID FOR RUBBERIZED FLOORING
FOR THE WEIGHT/EXERCISE ROOM AT THE COMMUNITY
ACTIVITIES CENTER
RECOMMENDATION:
City Council to consider award of contract for rubberized flooring for the weight/exercise
room at the Community Activities Center (CAC). Staff will present a recommendation for
award of the bid at the meeting. Bids will be opened on Friday, October 15th after the
Council packet is printed and delivered.
FUNDING SOURCE:
Funds to pay for the rubberized flooring will come from excess revenue from the 2003
and 2004 Texas Amateur Athletic Games of Texas.
BACKGROUND:
The current flooring in the weight/exercise room is carpet. Over the past couple of
years, the carpet has become very worn and has large stains due to sweat from the
users and spray that is used to clean the machines after every use. Staff at the
Community Activities Center researched flooring for the room and determined that a
rubberized flooring would be the best because of its low maintenance requirements and
its ability to withstand foot traffic. The flooring will be two-tone in color. A layout of the
flooring is attached for review.
The Council Facilities Committee visited the Community Activities Center and looked at
the existing condition of the floor and the recommended product to replace the
carpeting. The reason for the delay in taking this item to the Council was to make sure
that the revenue received from the Games of Texas would be enough to cover the cost
of the new floor. The reason for the rush to get Council approval is that vendors have
indicated that they need approximately eight weeks to get the flooring. Staff would like
to have the new flooring installed between class sessions at the Community Activities
Center which is late December and the approval tonight will allow the successful vendor
the time to order and install the new flooring.

Description of Work
Furnish all labor and material to install approximately 2,550 square feet of
rubberized flooring in the Fitness Room at the Community Activities Center.
Fitco $18,250.00
One Source Commercial $18,590.10
Business Flooring $18,776.22
Recommendation
Staff recommends the City Council award the bid for the rubberized flooring for
the Fitness Room at the Community Activities Center to Fitco in the amount of
$18,250.00. Staff checked references and is satisfied that Fitco will provide a
quality product and installation.
The cities of Bedford, Colleyville, Euless, Hurst, North Richland Hills and Grapevine
hosted the 2003 and 2004 Games of Texas. Each city invested $29,000 in bid fees and
start-up money over a three-year period to get the Games of Texas to northeast Tarrant
County. The economic impact to the region is estimated at over $20 million for the two
years the Games were held in the region. After all expenditures were paid, the return to
each city was $23,000. Staff did not include the revenue from the games of Texas in the
fiscal year 2004-2005 because the exact return was not known until the end of
September 2004. Staff recommends approval.
