SUBJECT: APPROVAL OF A RESOLUTION TO ESTABLISH PAGER AND
PAGING SERVICES THROUGH AN INTERLOCAL
PURCHASING AGREEMENT WITH TARRANT COUNTY,
TEXAS
RECOMMENDATION:
City Council to consider approval of a resolution to establish pager and paging services
with Verizon Wireless Messaging through an established interlocal purchasing
agreement with Tarrant County, Texas.
FUNDING:
Budgeted and funded through various City accounts
BACKGROUND:
This contract is to be established in accordance with Texas Local Government Code,
Chapter 271.102 that authorizes local government participation in cooperative
purchasing programs with other local governments through interlocal agreements.
Council approved an inter -local agreement with Tarrant County on October 3, 2000.
Tarrant County has an existing contract that was initially awarded to Verizon Wireless
Messaging on April 10, 2001 and renewed on August 31, 2004. The original contract
had allowances for five additional twelve-month periods.
Expenses for this service last year were approximately $23,474 with 278 units in service.
Depending on the pager service, the Tarrant County contract offers a savings of 25% to
71 % from the current Verizon list base pricing. The cost analysis is attached for review.
There are currently 44 other governmental entities participating in this contract through
the Cooperative Purchasing Program with total annual expenditures of $556,435.36.
Because of this type of participation, there are considerable benefits and cost savings to
be realized.
Staff recommends approval of a resolution to establish a contract with Verizon Wireless
Messaging for pager and paging services.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO PARTICIPATION IN AN INTERLOCAL
AGREEMENT WITH THE TEXAS DEPARTMENT OF PUBLIC
SAFETY AND AUTHORIZING THE CITY MANAGER OR HIS
DESIGNATE TO EXECUTE SAID AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by
Article 191 et seq. of the Interlocal Cooperation Act, as amended, desires to participate
in an interlocal agreement with the Texas Department of Public Safety; and
WHEREAS, the City of Grapevine, Texas desires to purchase public safety forms
as listed in attachment "A" to this resolution for use by the City of Grapevine Police
Department; and
WHEREAS, the City of Grapevine, Texas, is of the opinion that participation in the
Texas Department of Public Safety interlocal agreement will be highly beneficial to the
taxpayers of the City of Grapevine through the efficiencies and potential savings to be
realized.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas does hereby
authorize the City Manager or the City Manager's designate to execute the Interlocal
Participation Agreement to purchase public safety forms from the list provided under
attachment "A".
Section 3. That the execution of this Resolution shall evidence the election of the
City of Grapevine, Texas to enter into an interlocal agreement with the Texas Department
of Public Safety upon the terms and conditions stated in the agreement.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 19th day of October, 2004.
