A member of the public may address the Parks & Recreation Advisory Board regarding an item on the agenda either before or during the Board’s consideration of the item, upon being recognized by the Chairman or upon the consent of the Parks & Recreation Advisory Board in accordance with the Texas Open Meetings Act, the Parks & Recreation Advisory Board is restricted in discussing or taking action during Citizen Comments. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS 15th DAY OF MARCH 2024 AT 5:00 P.M. ____________________________ Chris Smith, Director of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Advisory Board met March 21 2024 at 6:00 p.m. at the Bessie Mitchell House located at 411 Ball Street in Grapevine, Texas with the following members present, to -wit: MEMBERS ABSENT: Christian Ross Lavon Light Kerri Stephens Kelly McDowell Terry Musar Roy Robertson Rob Fenton Amond Cowans Renee Townsend LIAISONS Paul Slechta — City Council Kathy Spradley— GCISD Board Liaison (Absent) Avery Gaudett — GHS Student Liaison Audrey Torres — CHHS Student Liaison Constituting a quorum with the following members of City staff: Chris Smith, Director Trent Kelley, Deputy Director Lara Brown, Administrative Manager Kathy Nelson, Capital Projects Manager Christian Ross called the meeting to order at 6:02 p.m. A moment of silence was observed followed by the invocation led by Christian. Approval of Minutes A motion was made to approve the February 15, 2024 meeting minutes. Motion: Robertson Second: Stephens Ayes: Ross, Stephens, McDowell, Musar, Fenton, Robertson, Cowans, Townsend Nays: None Absent: Light Approved: 8-0 Citizen Conlmenn s Kelly Richards, 1� 0 Park Blvd, requested the Parks and Recreation Department address a lighting issue in the women's restroom at the Oak Grove Soccer Fields, an existing water fountain to be assessed at Horseshoe Trail for possible repairs, and for the Department to consider new signage for proper dog waste disposal at parks. New Business The following new Adopt -An -Area agreement was reviewed: The Taylor Clan A motion was made to approve the Adopt -An -Area agreement. Motion: Fenton Second: Townsend Ayes: Ross, Stephens, McDowell, Musar, Fenton, Robertson, Cowans, Townsend Nays: None Absent: Light Approved: 8-0 The following new Adopt -An -Area agreement was reviewed: Stroot Rail Consulting A motion was made to approve the Adopt -An -Area agreement. Motion: Stephens Second: Musar Ayes: Ross, Stephens, McDowell, Musar, Fenton, Robertson, Cowans, Townsend Nays: None Absent: Light Approved: 8-0 The following Adopt -An -Area renewal agreements were reviewed: Kelly Richards Jordan Rustics USCG Auxiliary The Haley Family Skarda-Gaddy Family Hotel Vin/Harvest Hall A motion was made to approve the Adopt -An -Area agreements. Motion: Cowans Second: Robertson Ayes: Ross, Stephens, McDowell, Musar, Fenton, Robertson, Cowans, Townsend Nays: None Absent: Light Approved: 8-0 Presentations Chris Smith and Trent Kelley presented the 2023 Grapevine Parks and Recreation Annual Survey results and findings to the board followed by an opportunity for questions and comments by those in attendance. GCISD Student Liaison Update Avery Gaudett provided a student update for GHS. Updates included recent track meets, soccer playoffs, the Special Olympics at Mustang -Panther Stadium, Multi -cultural Week, and April 13 prom. Audrey Torres provided a student update for CHHS. Updates included girls' soccerwon District Championship, Panteras dance/drill team State Championship, and the GHS/CHHS Color Run on April 6. GCISD Board Liaison Christian Ross provided a GCISD Board update on behalf of Kathy Spradley. Updates included the passing of Dr. Sigler, the GCISD Superintendent from 1985 — 1992, the Career Technology and Education (CTE) job fair, the Special Olympics participants recognized school resource officers at the April 13 bocce ball tournament, and Chicken N Pickle's recent partnership with Timberline Elementary to promote reading. City Council Paul Slechta provided a City Council Update. Updates included the City of Grapevine and Convention and Visitors Bureau have entered into a 3-year agreement to host the LPGA Destination Grapevine Texas Women's Open at the Grapevine Golf Course. Paul also announced the Service Center post -tornado renovation has 2 begun. Parks and Recreation Updates Christian Ross announced the Grapevine Baseball and Softball Opening Day Parade and Ceremonies will take place on March 23 at the Oak Grove Baseball Complex.
