SUBJECT: AWARD OF BID/ WATERTOWER REHABILITATION
RECOMMENDATION:
City Council to consider award of bid for rehabilitation of the Barton and Mustang Water
towers in the amount of $311,400 to NG Painting and authorize the City Manager as
signatory.
FUNDING SOURCE:
Funding is available from the Utility Permanent Capital Maintenance Fund; Water
Balance: $594,341; Wastewater Balance: $352,220.

BACKGROUND:
The Barton and Mustang water towers are in need of repainting and structural
maintenance. The Mustang tower was constructed in the late 1970s and has not been
repainted or received any structural maintenance since that time. The coating system
for both the interior and exterior is beginning to fail. Additional structural modifications to
bring the tower up to current OSHA requirements are needed. The Barton tower was
constructed in the 1950s and received an exterior paint treatment in 1989. The coating
system is beginning to fail and is in need of repainting.
Bids were advertised in the Fort Worth Star Telegram on September 5, and September
12, 2003. Bids were opened on September 25, 2003 at 2:00 pm. Seven bids were
received and NG Painting LP was the low bid in the amount of $311,400 (see bid tab).
Deltatek Engineering is providing engineering services to the City for the rehabilitation of
the water towers and is very familiar with NG Painting LP. NG Painting LP is an
October 1, 2003 (2:52PM)
excellent contractor in the estimation of the Engineer and recommends award of bid to
them (see attached letter).
Staff recommends award of bid to NG Painting LP in the amount of $311,400 and
authorize the City Manager as signatory for the contract.

Dear Mr. Singleton:
On September 25, 2003, City of Grapevine received eight (8) sealed bids for the
referenced project. Deltatek Engineering has reviewed these bids and submits the
following recommendation for award.
Based on review of the bid submitted by N. G. Painting, Inc. for a lump sum of
$311,400.00 and prior successful work experience with this contractor, it is our opinion
that N. G. Painting, Inc. is highly qualified to perform this task in accordance with
contract documents set forth for this renovation. N. G. Painting, Inc. has recently
completed three (3) projects for Cities of Arlington, Grand Prairie, and Bedford.
Therefore, it is our recommendation to award this contract to N. G. Painting, Inc. for
lump sum of $311,400.00. It should be noted that this amount is below Engineer's
estimate of $545,500.00.
