SUBJECT: APPROVAL OF A RESOLUTION TO DONATE SURPLUS
RADIO EQUIPMENT TO THE EAST WISE FIRE RESCUE
VOLUNTEER FIRE DEPARTMENT
RECOMMENDATION:
City Council to consider approval of a resolution declaring certain radio equipment as
surplus and donating the surplus equipment to the East Wise Fire Rescue Volunteer Fire
Department in Rhome, Texas.
BACKGROUND:
A written request has been received from the East Wise Fire Rescue Volunteer Fire
Department to donate certain two-way radios that are no longer needed by the City of
Grapevine.
Under Local Government Code Section 253.011 (C), municipalities may transfer
property to a non-profit organization without complying with the notice and bidding
requirements of Section 272.001(a) or other law.
This surplus radio equipment has been replaced by newer radios as an upgrade to
existing equipment. Council approved new radio equipment in previous budget
appropriations. Currently, there are 11 two-way radios, nine car chargers and nine wall
chargers scheduled to be included in the next surplus auction. When purchased new,
the radios (including the chargers) cost $199.00 each. Generally, at auction, this type of
equipment has to be bundled with other equipment to obtain bids. Prior sales at auction
have brought minimal prices for this type of equipment. No other department within the
City has a need for this type of equipment.
The East Wise Fire Rescue is a non-profit, rural, 12 -member, volunteer fire department,
centered 11 miles south of Decatur, Texas. This department is totally unsupported by
municipal funds and relies entirely on minimal contractual agreements with Wise County
and donations received through various fund-raising efforts.
Sfaff recommends approval of donating this equipment to the East Wise Fire Rescue
Volunteer Fire Department.

that these radios will soon be placed up for public auction. We esk that you please consider the donation. of these
radios to the East Wise Volunteer Fire Mpaitment. A donation Of this type of equipment would greatly benefit our
community.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY
SURPLUS AND/OR SALVAGE; PROVIDING FOR THE
DONATION OF SAID PROPERTY TO THE EAST WISE FIRE
RESCUE VOLUNTEER FIRE DEPARTMENT; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, it has been determined that the City of Grapevine is in possession of
surplus and/or salvage property listed as follows; and
WHEREAS, these items would be of use to the East Wise Fire Rescue Volunteer
Fire Department.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the following items are declared surplus and are donated to the
East Wise Fire Rescue Volunteer Fire Department:
11 Motorola two-way radios
9 car chargers
9 wall chargers
Section 3. That the City Manger, or his designee, is authorized to make the
above items available to the East Wise Fire Rescue Volunteer Fire Department.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of October, 2003.
