GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER REGULAR MEETING CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. Citizens will have 3 minutes to address the Board of Commissioners. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 2. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through March 25, 2024 D. Update from the Resident Advisory meetings held on February 16, and March 15, 2024 NEW BUSINESS 3. Consideration of the minutes from the January 25, 2024, meeting and take any necessary action. 4. Consideration of the minutes from the February 9, 2024, meeting and take any necessary action. 5. Consideration and approval of Resolution No. 24-04 to authorize the Executive Director to enter into a contract with Allen Cornell, CPA, for fee accounting services. 6. Consideration and acceptance of the December 2023, January and February 2024 monthly financial statements and take necessary action. State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Executive and Regular Sessions on this the 29th day of March 2024, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following members present to wit: Linda Troeger Chair Bonnie McHugh Vice Chair/ Finance Bruce Woodward Commissioner Ron Moxom Resident Commissioner Absent: Teri Rhodes -Cantu Commissioner Constituting a quorum, with the following also present: Duff O'Dell City Council Liaison Jane Everett Executive Director REGULAR MEETING Chairperson Troeger called the regular meeting to order at 4:01 p.m. Item #1 - Citizen Comments No Citizen comments submitted. Item # 2 - Report of the Executive Director (Informational Onlv1 A. Rent Delinauencv and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through March 25, 2024. B. Capital Funds Report and Work in Proaress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Report of Public Housing Activitv and Issues The Executive Director provided an update to the Board on the resolution and repair of the water leak on Worth Street. The annual picnic will be on May 315' D. Update from the Resident Advisory meetinas held on February 16 and March 15. 2024 March meeting: Chad Hester from the City of Grapevine Facility Service Manager spoke about work orders and preventive maintenance at the housing authority. Rosa Morales and Sheri Boardman won BINGO and Grace Fierro won the $20 Wal-Mart gift card donated by the Bereans. During the meeting residents enjoyed coffee, team quiche and fruit. April meeting: Executive Director Everett updated the residents with the recent repairs and maintenance projects for the housing authority. In the month of February, GHA has expended over $150,000 from both Operating and Capital Funds on planned maintenance, necessary upgrades and emergency repairs. Wynell Baker and Mary Jane Hammonds won BINGO and Vicki Howell won the $20 Wal-Mart gift card donated by the Bereans. The residents enjoyed a lunch of cheese tortellini with a choice of alfredo sauce or marinara, Cesar salad and lemon bundt cake. NEW BUSINESS Item #3 - Consideration of the minutes from the January 25. 2024, meetinq and take any necessary action. The Board was provided the minutes from the January 25, 2024, meeting for approval. Commissioner McHugh moved and Commissioner Woodward seconded to accept January 25, 2024, minutes as presented. Ayes: Troeger, McHugh, Woodward and Moxom Nays: None Absent: Rhodes -Cantu Motion passed: 4-0 Item #4 - Consideration of the minutes from the February 9. 2024, meeting and take any necessary action The Board was provided the minutes from the February 9, 2024, meeting for approval. Commissioner McHugh moved and Commissioner Moxom seconded to accept February 9, 2024, minutes as presented. Ayes: Troeger, McHugh, Woodward and Moxom Nays: None Absent: Rhodes -Cantu Motion passed: 4-0 Item #5 - Consideration and approval of Resolution No. 24-04 to authorize the Executive Director to enter into a contract with Allen Cornell. CPA. for fee accountinq services. The Executive Director presented the Board with the engagement letter from Allen Cornell, CPA for the fiscal year 2024. Commissioner Woodward moved and Commissioner McHugh seconded to approve Resolution 24-04 authorizing the Executive Director to enter into a contract with Allen Cornell, CPA for fee accounting services. Ayes: Troeger, McHugh, Woodward and Moxom Nays: None Absent: Rhodes -Cantu Motion passed: 4-0 Item #6 - Consideration and acceptance of the December 2023. January and February 2024 monthly financial statements and take necessary action. The Executive Director presented the Board with an electronic copies of the December 2023, January and February 2024 financial statements for their review. Commissioner Woodward moved and Commissioner McHugh seconded to approve the December 2023, January and February 2024 financial statements. Ayes: Troeger, McHugh, Woodward and Moxom Nays: None Absent: Rhodes -Cantu Motion passed: 4-0 ADJOURNMENT Commissioner Moxom moved and Commissioner McHugh seconded that the meeting be adjourned.
