SPEED LIMITS — FREEPORT PARKWAY AND LAKESIDE
PARKWAY
City Council consider adopting an Ordinance amending Section 23-26, Speed Limits -
Schedule for Certain Public Streets and Ways, of the City Code of Ordinances to
establish a 45 mph speed zone in both directions on Lakeside Parkway and Freeport
Parkway, authorize staff to erect the appropriate signs and take any necessary action.
BACKGROUND:
The portion of Lakeside Parkway that is within the City of Grapevine city limits extends
from Enterprise Parkway to approximately 300 feet north of Patriot Drive. Freeport
Parkway begins where Lakeside Parkway ends and extends to State Highway 121.
Lakeside Parkway was recently constructed by the Town of Flower Mound and
essentially connects State Highway 121 to FM 2499. The portion of Lakeside Parkway
between FM 2499 and Enterprise Parkway (within the Town of Flower Mound limits)
currently has a posted speed limit of 45 mph. Freeport Parkway and the section of
Lakeside Parkway within Grapevine City limits currently do not have posted speed limits.
An engineering and traffic investigation was conducted on these streets. The
investigation typically involves measuring the actual speeds of free-flowing vehicles and
determining the speed at which the majority of the vehicles (85%) are traveling. The
speed limit is set close to this 85th percentile speed. The traffic engineering study
indicated that the 85th percentile speed for Lakeside Parkway and Freeport Parkway was
about 56 mph. Elements considered in Staffs recommended speed below the 85th
percentile speed are:
• the presence of a curve on Lakeside Parkway,
• the high percentage of trucks on Freeport Parkway
• the presence of closely spaced driveways and streets on Freeport Parkway and
• the desirability to maintain a consistent speed throughout the Lakeside Parkway /
Freeport Parkway corridor.
Staff recommends setting a speed limit of 45 mph.
