HomeMy WebLinkAboutItem 13 - Office Supplies13 - MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: NOVEMBER 18, 2003 SUBJECT: APPROVAL OF A RESOLUTION TO ESTABLISH AN ANNUAL CONTRACT THROUGH AN INTERLOCAL COOPERATIVE AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR THE PURCHASE OF OFFICE SUPPLIES RECOMMENDATION: City Council to consider approval of a resolution to establish an annual contract through an interlocal cooperative purchasing agreement with the County of Los Angeles for the purchase of office supplies. FUNDING: Funds are available in various citywide department accounts. BACKGROUND: This agreement will be established in accordance with Texas Government Code, Title 7, Chapter 791, Subchapter C that authorizes political subdivisions to contract with a similar agency of another State for governmental functions such as the purchase of goods and/or services. A local government that purchases goods or services under this subchapter satisfies any State law relative to the competitive bidding statutes. The County of Los Angeles, California has established an office supply contract with Office Depot for office and stationery supplies through the competitive bidding process. As part of the Master Intergovernmental Cooperative Purchasing Agreement, the County has made the contract available to participating State and Local Agencies nationwide through the U. S. Communities Internet Web Portal. U. S. Communities is a non-profit organization and is sponsored by the National Association of Counties, National Institute of Governmental Purchasing (NIGP), National League of Cities (NLC) and U. S. Conference of Mayors (USCM). November 11, 2003 (10:36AM) Five bids were received from the Los Angeles County Request for Proposal. The proposal was evaluated on six categories of company organization, distribution, marketing, products, administration and prices with each vendor awarded points in each category. Office Depot received the highest points in each category and was awarded the contract. Catalog pricing discounts range from 80% on the 229 highest usage items to 63% on more than 4,000 frequently ordered items. The lowest percentage offered was 40%. In addition, the contract offers E -Commerce ordering incentives, free next day delivery and volume purchasing incentives. Staff recently met with the local Office Depot Representatives to discuss extending the contract to the local Grapevine Office Depot retail outlet. Office Depot has agreed to extend the contract for all products covered under the contract to the local store for any deliveries or walk-in business. Staff believes this contract would be highly beneficial to the City and recommends approval. HE November 3, 2003 (9:33AM) RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE ESTABLISHMENT OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF GRAPEVINE AND THE COUNTY OF LOS ANGELES FOR THE PROCUREMENT OF OFFICE SUPPLIES FROM A NATIONAL CONTRACT AWARDED TO OFFICE DEPOT AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by Texas Government Code, Title 7, Chapter 791, Subchapter C desires to establish an Interlocal agreement with the County of Los Angeles, and; WHEREAS, the County of Los Angeles has established a national contract with Office Depot for the procurement of office supplies and has satisfied all State laws relative to the competitive bidding statutes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City Council of the City of Grapevine authorizes the establishment of an Interlocal agreement with the County of Los Angeles for the purchase of office supplies from the contract established with Office Depot. Section 2. That the City Manager or his designee, is authorized and directed to sign and deliver all necessary documents in connection therewith for and on behalf of the City of Grapevine. Section 3. That this resolution shall take effect from and after the date of its passage.
