TARRANT APPRAISAL DISTRICT BOARD OF DIRECTORS
Staff recommends that the City Council adopt a resolution casting 42 votes for John T.
Eubanks for the Tarrant Appraisal District Board of Directors for a two-year term
beginning January 1, 2004.
BACKGROUND:
The term of service for each of the five directors of the Tarrant Appraisal District Board
will expire on December 31, 2003. TAD has calculated that the City of Grapevine has
42 votes for nominating members to the Board of Directors. In accordance with the
State Property Tax Code, each voting unit must vote in an open meeting and adopt a
resolution voting for a nominee or nominees. Our ballot must be submitted by
December 15, 2003.

The terms of service for the five (5) elected Directors of the Tarrant Appraisal
District expire December 31, 2003. The deadline for nominations has passed. Enclosed
is a list of nominees for these five (5) positions and an official ballot.
The Property Tax Code requires that votes be in an open meeting by resolution.
All votes may be cast for one candidate or distributed among any number of candidates
listed on the official ballot. There is NO provision for write in candidates. Votes cast for
someone other than the candidates listed on the ballot cannot be counted.
The deadline for voting is December 15, 2003. You may mail the
ballot/resolution or fax to (817) 595-6198. The five (5) candidates receiving the most
votes are elected to a two (2) year term beginning January 1, 2004.
All tax units will be notified of the results of the election before December 31,
2003.

John T. Eubanks
John Eubanks was elected to the GCISD Board of Trustees In
May 2042. A long-time resident of the Grapevine-Colleyviile
area, Eubanks has been active In the district's Education
Foundation. He has served on the Foundation's board of
trustees and is a founding donor.
He retired in 2000 from Mesco Metal Buildings, a company for
which he served as chairman, chief executive officer and
president. Born in Caldwell, Texas, Eubanks Is a graduate of
Texas A&M University with a degree in Business Administration,
majoring in Accounting.
Active in the community, Eubanks has is a founding'donor and
{director of the Carroll ISD Education Foundation, a donor and
member of the development committee of Saylor Medical Center
at Grapevine, a donor and member of the steering committee
for the Siratt Women's Center of Harris Methodist Hospital, a
member of the Board of Governors for Harris Methodist Health
Foundation, and a director and member of the executive
committee for the Northeast Tarrant County American Heart
Association. He Is a member of Texas A&M Association of
Former Students Endowed Diamond Century Club and was
named Outstanding Alumni for the Lowry Mays College and
Graduate School of Business at that university. In addition he is
a Founding Member of Texas A & M University President's
Endowed
Scholars program, and a Permanently Endowed Scholarship
grantor of Texas A & M University 12th Man Foundation.
Eubanks and his wife, Janis, live in Colleyviile and have three
daughters and two sons, as well as two grandchildren.
Charlie Warner
Charlie Warner was elected in May 2042 to serve a one-year
term on the board and was re-elected In May 2003 for a three
year term.
He earned a master`s degree in Industrial Administration from
the University of Dallas and a bachelor's in Business
Administration from the University of Iowa.
Warner Is regional vice president for Seiko Corporation of
America, and has been with Seiko since 1981, in various sales
related position. Other job-related experience includes

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS CASTING VOTES FOR THE
ELECTION OF A CANDIDATE TO SERVE ON THE
TARRANT COUNTY TAX APPRAISAL DISTRICT BOARD
OF DIRECTORS
WHEREAS, the Property Tax Code of the State of Texas requires that central tax
districts be established in each County of the State; and
WHEREAS, the five member governing board of the district is selected by the
participating government subdivisions located within the County; and
WHEREAS, the terms of service for the five Directors of the Tarrant Appraisal
District will expire December 31, 2003; and
WHEREAS, nominations have been received from the voting tax entities for
candidates to fill the five positions for a two-year term beginning January 1, 2004.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City of Grapevine, Tarrant County Texas does hereby cast
all of its 42 votes for John T. Eubanks to serve on the governing board of the appraisal
district of Tarrant County.
Section 2. That it is hereby found and certified that John T. Eubanks is a
resident of the tax appraisal district and has been a resident for at least two years.
Section 3. That the City Secretary is hereby directed to forward a certified
copy of this resolution to the Tarrant County Appraisal District.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 2nd day of December, 2003.
