HomeMy WebLinkAboutItem 11 - Emergency Waterline RepairMEMO TO FROM: MEETING DATE: SUBJECT: RECOMMENDATION: ITEM 0 / -__ HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ROGER NELSON, CITY MANAGER* DECEMBER 17, 2003 EMERGENCY WATERLINE REPAIR APPROVAL City Council consider adopting a resolution declaring an emergency for the repairs to the Grapevine water system, authorize staff to pay Wright Construction Company for emergency repairs to the 20" waterline at Hall -Johnson Road and the northbound SH 121 frontage road in the amount of $47,075.62, and take any necessary action. FUNDING SOURCE: Funds are available in the Water Permanent Capital Maintenance Fund, account number 200-43360-534-0 BACKGROUND: The water line began leaking at the intersection of Hall Johnson Road and the northbound SH 121 frontage road on November 7th. City staff responded and began excavating in the southeast corner of the intersection. The leak was near the edge of the concrete roadway pavement. The water line was approximately 12 feet deep. The area had been excavated previously and the soil conditions were very unstable causing the exposed walls of the excavation to cave into the excavated hole. There were a large number of conflicting utilities in the immediate area. Oncor had a large gas main and a large electrical pole in the immediate area of the excavation as well as a traffic signal pole and mast arm. Due to the complexity of the repair, staff made the decision to contact Wright Construction Company to seek their assistance with the work. Wright responded immediately on Saturday, November 8th at 9:00 a.m. and worked around the clock until 9:00 p.m. Sunday night. Work was halted and resumed again Monday morning and was completed Monday afternoon. December 9, 2003 (1:18PM) In The repair was extremely complicated and required extensive shoring to make sure the hole was safe while providing for very large excavation equipment. Oncor had to support their electrical pole with a truck mounted boom for the entire repair time. We took steps to support our traffic signal pole and mast arm to ensure they did not fail. The gas line facility spanned the excavation area, was in constant conflict with the excavation, shoring and repairs, and had to be supported across the open excavation by Wright for the duration of the repair effort. The 20" PVC water line had a split in it just south of the Hall -Johnson Road pavement edge that required that a section of the pipe be cut out and replaced with new pipe. We were fortunate that Wright Construction Company could respond so quickly after being contacted and they performed the work in a very efficient manner. Without their expertise, the leak could have undermined Hall -Johnson Road and caused electrical, gas and signal failures. This service was deemed an emergency due to unique circumstances and the potential for damage to multiple utility systems in the area. Staff recommends approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIIZING A PAYMENT TO WRIGHT CONSTRUCTION COMPANY FOR EMERGENCY REPAIRS TO A CITY WATERLINE; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, on November 7, 2003, a 20" waterline in the southeast corner of SH 121 and Hall Johnson Road began to leak; and WHEREAS, excavation of the water line revealed conditions beyond the capabilities of City crews; and WHEREAS, the size of the water line, the close proximity of the waterline to electrical, gas and traffic signal systems as well as the pavement of Hall Johnson Road placed each of these facilities in jeopardy of damage from continued leakage or complete failure of the waterline; and WHEREAS, staff determined that repair of the leak constituted an emergency and engaged Wright Construction Company to undertake the repairs; and WHEREAS, the cost of repairs exceeded the dollar limit above which public bidding is required; and WHEREAS, the immediate repairs to the waterline were necessary to protect the health, safety and welfare of the public. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble of this resolution are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine declares that an emergency existed requiring immediate action to repair the waterline leak of November 7, 2003, at the intersection of SH 121 and Hall Johnson Road. Section 3. That the City Council of the City of Grapevine approves the payment of $ 47,075.62 for repairs to the 20" waterline. Section 4. That this resolution shall become effective from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of December, 2003.
