DESIGN CONTRACT AMENDMENT — CHURCH STREET &
DOOLEY STREET IMPROVEMENT PROJECT
City Council consider approving an amendment to the Church Street and Dooley Street
Engineering Services Contract with HDR, Incorporated in an amount of $54,300.00,
authorize staff to execute said amendment and take any necessary action.

BACKGROUND:
The construction plans for the Church Street and Dooley Street Improvements Project
were completed by the City's consultant under the original scope. This scope was
comprised of a combination of underground drainage, curb and gutter and roadside
ditches.
Subsequent to the finalization of the plans and during the acquisition of right of way and
easements, the issue of West Nile Virus came to the forefront of citizen concerns this
past fall. Council directed Staff to modify the plans for these roadway improvements to
eliminate the roadside ditches on Church Street and install curb and gutter. This scope
change also includes the elimination of ditches on Worth Street and Franklin Street.
The modifications to Worth and Franklin Streets were not in the original scope of the
project.
The conversion of the roadway system from roadside ditches to curb and gutter requires
additional design to insure that the abutting properties that were to drain to roadside
ditches can now drain over the curb to the gutter section. This will require the current
profile of Church Street at College Street in the construction plans to be adjusted lower
to prevent ponding behind the curbs.
The City's consultant has submitted a proposal for the engineering services necessary
for this change in scope of project. The proposal includes $ 9,100 in right of way and
easement document preparation that had been previously authorized by City staff for the
Church Street project. The balance of the proposal, $ 45,200 represents added work on
Worth Street and Franklin Street and the re -design work on Church Street.
Staff feels the proposal is reasonable.
Staff recommends approval.

Proposal for Additional Services
Dear Mr. Hodge:
Per your request, HDR is pleased to submit this proposal for additional engineering services
required to complete the above referenced project for the City of Grapevine. For reference, the
original contract for Church Street was executed on February 28, 2000. The contract was
modified in November 2000 to include improvements to Dooley Road, and again in July 2002 to
cover plan revisions resulting from City requested changes on Church Street. Final plans and bid
documents were submitted back in January of 2003, along with right-of-way documents for
seventeen parcels. Since that time, the City has been working on parcel acquisition and utility
relocations to prepare the project for construction.
We were recently contacted by the City, and asked to submit a proposal to make the following
changes to the plans and bid documents:
♦ Add PI in Church Street alignment at Texas Street intersection, and center the new
roadway in existing ROW between Texas Street and Wall Street.
t Eliminate bar ditch sections. South of College to be standard curb and gutter; north of
College to be mountable curb.
♦ Add plans for reconstruction of Worth Street and Texas Street between Church Street and
Barton Street (standard width, curb and gutter section). Note: Our current survey does
not cover these limits. Per City direction, HDR is to'use aerial topo maps and as -built
plans provided by City to approximate existing conditions. HDR will incorporate this
data and prepare design accordingly, but some changes may be required during
construction to adjust for any discrepancies found in the field. We suggest a contingency
be considered during award of the contract for construction to account for this possibility.
* Revise drainage design to eliminate area inlets and add curb inlets where required.
♦ Prepare traffic control and sequencing'plan for revised project area.
♦ Update quantities, cost estimate, and bid documents

We are proposing to make the requested revisions and bring both projects to completion for a
lump sum fee of $40,000 (including expenses). In addition to this, we submitted right-of-way
documents for 17 parcels with the final plans; but our original contract only covered up to 10
parcels. We have included fees to cover the additional 7 parcels, as well as another 4 parcels, in
case they are required for the improvements to Worth and Texas. ROW work will be completed
at $1300 per parcel, for a not -to -exceed amount of $14,300. These changes would update the
contract totals as follows:

We appreciate the opportunity to submit this proposal, and look forward to moving this project to
construction in the next few months. We are prepared to submit the revised plans to the City for
comment within 45 days of written approval of this agreement, and have the project ready to bid
within 10 days after comments are received from the City.
If this proposal is acceptable, please return two copies of this letter with original signatures for
our files. We will begin researching available topo information from the City upon verbal
approval of this proposal. Design work will begin as quickly as possible upon receipt of the
signed agreement.
