AWARD OF BID NUMBER 167-2003, BIG BEAR CREEK TRAIL
PROJECT
City Council to consider award of bid 167-2003 to Reliable Paving for the construction of
a concrete hike and bike trail at Big Bear Creek in the total amount of $1,465,933.08.
This is approximately $60,000 under the budget for the trail project. The bid tabulation is
below. A map showing the trail alignment is attached.

BACKGROUND:
On July 6, 1999, the City Council authorized staff to submit an Intermodal Surface
Transportation & Efficiency Act grant to the TxDOT for the development of a trail system
along Big Bear Creek linking Bear Creek Park to Parr Park. The funding requested from
TxDOT was $1,568,647 with a local match of $522,883. Staff received notice from
TxDOT in January of 2000 that the grant for the 1.6 mile trail linkage was approved by
the Texas Transportation Commission.
The City Council awarded a contract for design of the trail to Halff & Associates on
February 6, 2001. The trail linkage will begin at Bear Creek Park on SH 360 and
continue west under SH 121 and through the southern boundary of property owned by
Memorial Baptist Church. The trail will then link with the trail at Parr Park, behind
Rosecliff Terrace. Also, a section of trail will be added to the Parr Park Trail north of
Carriage Glen and link with the trail along Pool Road. There will be four bridges in the
project. City staff will be responsible for the construction management of the trail. This
project will complete the south Grapevine trail system that begins at Pleasant Glade
Pool on Hall -Johnson and continues to downtown Grapevine. This trail will be
approximately seven miles long.

Staff met with the Council Facilities Committee on January 6th
to discuss the re -
..construction of a portion of Parr Park Trail behind Rosecliff Terrace because of poor
drainage. The Committee agreed to do this while the contractor is working in this area
during the trail construction. Staff will do a change order when an agreement is made
with the contractor and bring this back to the Council for approval.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star Telegram on October 14, 2003 and November 6, 2003.
The purpose of this bid was to establish competitive pricing for the construction of
approximately 8,500 -feet of 10 -foot wide concrete hike and bike trail including grading,
drainage, retaining wall and associated improvements.
Bids were sent to 26 vendors with 12 vendors responding. The lowest bid received was
from Reliable Paving. Reliable Paving met all of the required specifications of the bid
and was recommended by all references that were submitted.
Staff recommends award of a contract to Reliable Paving for a total amount not to
exceed $1,465,933.08.
