SUBJECT: 2024 WATER IMPROVEMENTS FOR FAIRWAY DRIVE AND
APPROPRIATION ORDINANCE
RECOMMENDATION: City Council to consider approving a contract for the construction of the
2024 Water Improvements for Fairway Drive with Blackrock Construction
and an ordinance appropriating the funds.
FUNDING SOURCE: Upon approval of the above recommendation, funds will be available in
the Utility Enterprise Fund in the estimated amount of$1,118,270.
BACKGROUND: The City is in the process of improving Fairway Drive from Marina
Drive/Treatment Trail and SH26 as part of a locally let project with the
Texas Department of Transportation. The paving design is being finalized
this summer. Prior to the paving project, staff seeks to replace the existing
water line. The project consists of the installation of 3,085 linear feet (LF)
of 12" waterline, 280 LF of 8" waterline, 60 LF of 16" waterline and related
appurtenances. There will be a crossing of the southern edge of the dam
made by open cut.
Kimley-Horn prepared plans and contract documents that were used to
advertise and bid the project.
A Request for Competitive Sealed Proposals was advertised to consider
not only the bid cost (90% of weight), but also bidder's qualifications (4%),
construction experience (4%) and safety record/litigation history (1%) and
project closeout (1%).
Bids were opened on February 21, 2024 with 5 bids received as follows:

Blackrock Construction received the highest score. Kimley-Horn reviewed
the bids for accuracy, completeness, ranked according to the best value
bid award criteria, and as such, recommends this firm for award of
contract. Staff concurs with the selection.
Staff has also included $110,689.40 or 11% in construction related costs
(5% construction contingency, 4% inspection and 2% materials testing
(rounded to $112,000). This brings the total construction phase
appropriation to $1,118,270 the contractor has 180 calendar days to
complete the project after the Notice to Proceed is issued.
Staff recommends approval.
ORDINANCE NO. 2024-029
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE APPROPRIATION
OF $1,118,270 IN THE UTILITY ENTERPRISE FUND;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to construct the 2024
Water Improvements for Fairway Drive; and
WHEREAS, funding is available in the Utility Enterprise Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an estimated amount of
$1 ,118,270 be appropriated from the Utility Enterprise Fund to construct the 2024 Water
Improvements for Fairway Drive.
Section 3. That a copy of the revised FY 2023-2024 annual budget document
shall be kept on file in the office of the City Secretary.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
