BACKGROUND INFORMATION: The applicant JLB Contracting, LP, is requesting a temporary concrete batch plant to be located on the northeast of the wastewater treatment plant to operate from March 1, 2004 through August 31, 2004. Main Street Grapevine, Texas 76051 Re: Temporary Concrete Bach Plant Site and Process Dove Road Construction Project, Grapevine, Texas Our concrete batching plant is a potable unit that meets your requirements for a temporary concrete plant site. The site usually occupies 1 to 2 acres. The site has 2 aggregate stockpiles, a radial stacker conveyor, the batching plant itself including the air pollution equipment. The material from the stockpiles is moved from the stockpile to the radial stacker by a front end loader. The radial stacker dumps the aggregate into bins above the plant. The aggregate is then dropped into a weight hopper and then fed onto a conveyor belt that feeds into the transit mix truck. Cement is pumped into a storage silo for cement transport trucks. Cement is augured into a weight hopper and then dropped into the transit mix truck. Water is metered into the truck during the loading of the aggregate and cement. There is a shroud around the loading area of the ready mix trucks where any dust is drawn into the bag house. For this plant site, the proposed hours of operation will be Monday — Friday 7:00 am to 7:00 pm, and Saturday 9:00 am to 5:00 pm. The facility will be located North of the Scribner Street and Shady Brook Drive intersection, along the Dove Road construction project (approx. construction station 129+50). The site is contiguous to the right of way for the construction project and is owned by the City of Grapevine. Upon your acceptance of this site for the use of setting up our portable batch plant, we will submit and obtain all applicable permits from the Texas Commission on Environmental Quality prior to performing any work. As this construction project will comprise of numerous paving phases, we will only be utilizing this site while paving. The portable plant shall be removed from the site between phases. We will coordinate all of the move -ins and the paving schedule with the Public Works Department. I have included a detailed plan view of the portable plant for your reference. Main Street Grapevine, Texas 76051 Dear Sir or Madam Please find the attached Temporary Land Use Permit Application for the use of City of Grapevine land for a portable concrete batch plant. The proposed site and plant will be used solely for the purpose of supplying concrete for the paving of Dove Road. The proposed site is immediately adjacent to the Dove Road construction project. I have included detailed plots of the surrounding area, including dimensions to the adjacent properties. I have also attached a letter presented to the Department of Public Works outlining our proposal for the use of this property. An application has been submitted and accepted by the Texas Commission on Environmental Quality for the site. We should be receiving the approved permit any day.
