MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: ROGER NELSON, CITY MANAGER
MEETING DATE: MARCH 23, 2004
SUBJECT: BARTON STREET INCLUSION IN FESTIVALS
RECOMMENDATION:
That the City Council consider a resolution to allow for the inclusion of Barton Street
from W. Texas Street (Weems Alley) to W. Franklin Street or any part thereof during
Main Street Days and/or GrapeFest. Staff recommends approval.
BACKGROUND:
On August 19, 2003 the City Council approved a one-time closure of Barton Street to
vehicular traffic and parking during festival hours for the 2003 GrapeFest. Parking
arrangements and shuttles were made available for merchants and their staff. Service
gates were staffed to allow for pick up and delivery for affected merchants and for
storage facilities that were inside the fenced area. Traffic flow on Church Street was
monitored for flow and bottlenecks at Franklin and Worth were eliminated.
Merchants on Barton Street reported increased pedestrian traffic and sales as a result of
this street closure. Pedestrian flow from Main to Barton Street via Franklin, Worth, and
Weems Alley provided the necessary relief when record attendance was experienced
Saturday afternoon of GrapeFest. All businesses and social and religious facilities on
the west side of Main have been contacted since GrapeFest 2003. Forty-four
businesses signed letters of support for the continued closure of Barton with eight
businesses indicating they would prefer Barton to remain open.
