All Conditional Use and Special Use Applications are assumed to be complete when filed and
will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
Ali public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change In zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of aft filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period

1. Please add the following information to the title block and signature block of each
sheet of the revised submittal:

2. Please add the following notations to the site plan sheet of the revised submittal:
a. Conditional Use Request CU01-07 is a request to allow the development of
a restaurant with a drive-thru window.
b. All requirements of Section 25, "CC" Community Commercial District shall be
met.
C. All requirements of Section 53, Landscaping Regulations shall be met.
d. All requirements of Section 56, Off -Street Parking Requirements shall be
met.
e. All signage shall be in accordance with Section 60, Sign Standards.
3. Please create a chart on the revised site plan sheet broken down into the categories
of "required" and "provided" shown below. There is some information that you will
need to provide such as the amount of landscaped open space provided, the
building height, and the total impervious area provided (i.e. building and paved
areas). Please ensure you meet the minimum amounts of these categories.

4. You have the wrong Lot and Block number in your title block and the acreage is
wrong. This is Lot 2, Block 1 Farhat Brothers West Addition. This lot according to
the plat approved on March 28, 2000, contains 36,838 sf.
5. Please place the lot dimensions on the revised site plan—I will include a copy of the
plat with these comments to assist you.
6. Relabel the driving lane dimensions to the north and the west to 25 -feet rather than
24 -feet. The requirement is 25 -feet measured from the back -of -curb.
7. This is very important—I did not see any signage elevations for this site nor a
location on the site plan where a sign is to be located. If you do not provide a
location and elevation, you will need to go back before the Council in a public
hearing format at a later date to incorporate signage. I suggest you put together a
generic monument sign and show its location on the site plan. Ensure that it has
a 10 -foot setback from all property lines and contains no more than 100 sf and is
no more than 10 -feet in height. It can be placed on a 2 -foot berm or planter box.
If you are not going to utilize any signage other than wall signage then please
disregard this comment.
8. The Public Works Department has made the following suggestions for this site:
• The building should be moved slightly to the east so that the concrete median
separating the bail-out lane can be extended further to the west and north
behind the building.
• The exit aisle should be reduced in size to discourage patrons from going the
wrong way into the site.
• Do -Not -Enter signs and a one-way arrow should be installed at the exit point of
the exit aisle.
9. Create a signature block on each sheet of the revised submittal. See the attached
example. Please ensure that the signature block conforms to the minimum
dimensions of 3" by 4" and the appropriate blanks are filled in, i.e. case name, case
number, etc.
The above comments must be reflected in the revised submittal, which is due by
Monday, February 12' at 10:00 a.m. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:

The following are comments associated with the initial review of the above referenced
site plan. Future plan submittals are subject to further review and therefore may result
in additional comments. The applicant will need to complete the following:
Site Plan:
• The drive thru should be separated from the regular flow of traffic by a concrete
median.
• The building should be moved further east so that a clear 24 foot drive aisle can
be provided behind the restaurant.
• The exit aisle width should be reduced from 20 feet to 15 feet to discourage
motorists from going the wrong way.
• Do Not Enter signs and a one-way arrow should be installed at the exit point of
the one-way aisle.
Engineering Site Plan:
• Show extent of existing drive approach and pavement areas.
Utility Plan:
• The proposed sanitary sewer line should be 6".
• Add a manhole at the sanitary sewer connection.
• Flow lines are required for the water and sewer service crossings over the 18"
RCP.
• For water service connection with the 16" water line: Add a 16" x 2" tapping
valve and sleeve, 1-2" tee, 2-2"x1-1/2" reducers.
• Revise utility contact list.

near the northwest corner of Grapevine Mills Parkway and Grapevine Mills Boulevard
North. One monument sign is proposed along Grapevine Mills Parkway.
PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is undeveloped.

HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned in the 1984 City Rezoning from 1-1" Light Industrial to
"PID" Planned Industrial Development. The property was then rezoned in 1985 as a part
of the "Terra Tract" to "R -MF -1" Multifamily District, "R -MF -2" Multifamily District, "HCO"
Hotel/Corporate Office, "LI" Light Industrial, "CC" Community Commercial and "PID" Planned
Industrial Development. The property never developed
A conditional use permit (Ord. No. 98-37) was approved for the site to the east in March
1998, allowing for the possession, storage, retail sale and off -premise consumption of
alcoholic beverages (beer and wine only) in conjunction with a convenience store, fast food
restaurant, car wash, gasoline sales and a 35 foot pole sign. An amendment to the
conditional use permit was approved in September 1998 (Ord. No. 98-111) that revised
both the floor plan and the elevations and added a monument sign to the site. A
conditional use permit for a restaurant with drive-through service and a 26 -ft. pole sign was
approved for the subject site in July 1999 (Ord. No. 99-108).

NORTH: "CC", Community Commercial District - vacant
SOUTH: "HCO", Hotel Corporate Office District - vacant
EAST: "CC", Community Commercial District — Magic Mikes and Jack in

The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.
