All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

1. Please add case number CU10-14 to the signature block of all sheets and
revise the lot number to Lot 1 R3.
2. Please provide a typical wall sign(s).
3. Please add the following notes to the site plan stating the purpose of the
conditional use request:
a) Conditional use request CU10-14 is a request to amend the
previously approved site plan of CU98-49 (Ord. 98-118) for a
planned commercial center in excess of 1,000,000 square foot
of gross leaseable area, specifically to allow the possession,
storage and retail sales of on -premise consumption of
alcoholic beverages (beer, wine and mixed drinks) and outside
dining in conjunction with a restaurant/movie theater.
b) The entire site is the premises.
4. Please hatch the dining areas associated with alcohol consumption.
5. Please include the east building elevation which illustrates the proposed
outdoor dining area, including the materials used.
6. Please provide a "site key map" on each sheet to further illustrate the
location of the revised theatres vs. the entire facility.
7. Please provide a table which designates the Fork and Screen auditoriums
vs. the Cinema Suites and label the auditoriums accordingly on the
enlarged floor plans.
8. Please note the following preliminary requirements from Building
Inspections. Please direct all questions regarding the following
comments to Don Ellison — Plans Examiner at (817) 410-3160.
a) Provide a life safety plan for the facility.
b) Provide information regarding whether the proposed
seating will be fixed or not.
c) Auditoriums equipped without fixed seating may require
additional consideration for life safety concerns.
9. For verification purposes please email a PDF of the final sheets
before the final copies are reproduced.
The above comments must be reflected in the revised submittal,
which is due by Wednesday, June 30th at 12:00 p.m. for the July 20th
joint public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) Mylar of each sheet (minimum size 22" x 34")
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced copies of the site plan only at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
Prior to copying the multiple sets please submit one blackline copy
of each sheet for a final review
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, July 20, 2010 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU1 0-06 - RaceTrac - submitted by RaceTrac Petroleum for property located at 751 East
Northwest Highway and proposed to be platted as Lot 5R, Block 1, W R Boyd Center
Addition. The applicant is requesting a conditional use permit to allow gasoline service and
off -premise consumption of alcoholic beverages (beer and wine only) and two monument
signs with changeable copy in excess of 30 -percent in conjunction with a convenience
store. The property is currently zoned "CC" Community Commercial and is owned by Miles
Production, LP
CU10-14—AMC Theatre - submitted byCivitarese/Morgan Architecture, LLC for property
located at 3150 Grapevine Mills Parkway and platted as, Lot 1 R3, Block 1, Grapevine Mills
Addition Phase 1. The applicant is requesting a conditional use permit to allow the

CU1 0-15 Napoli's Confectionary - submitted by James Kinzel for property located at 309
South Main Street #100 and 311 South Main Street. The applicant is requesting a
conditional use permit to allow the possession, storage and retail sales of on -premise
consumption of alcoholic beverages (beer, wine and mixed beverages) to expand into the
adjoining space for additional seating and a confectionery shop in conjunction with a
restaurant. The property is currently zoned "CBD" Central Business District and is owned
by John Hodgkiss and Sean Shope.
CU10-16, SU10-06 Compass Christian Church - submitted by Compass Christian
Church for property located at 4201 Pool Road and proposed to be platted as Lot 2R,
Block 1, Jemtex Addition. The applicant is requesting a conditional use permit to allow
nonprofit institutions in conjunction with a church. The applicant is also requesting a
special use permit to allow church facility in a non-residential zoning district. The property
is zoned "CN" Neighborhood Commercial District and is owned by owned by Compass
Christian Church.

S1110-07 - 121 Community Church - submitted by 121 Community Church for property
located at 850 Mustang Drive and platted as Lot 10R3, Block 6, Metroplex Addition Second
Installment. The applicant is requesting a special use permit to allow a church facility in a
non-residential zoning district. The property is zoned "BP" Business Park District and is
owned by Fourmile Holdings Ltd.
CU1 0-18 - Hayley Addition - submitted by Ball Street Joint Venture for property located at
1303 and 1401 William D Tate Avenue and proposed to be platted Lots 2R & 2R-1, Block
1, Hayley Addition. The applicant is requesting a conditional use permit to allow the
development of a drive through restaurant. The property is currently zoned "HC" Highway
Commercial and is owned by Gartner Grapevine Ltd.
Z10-02 & PD10-04 - Stone Bridge Oaks - submitted by Grenadier Homes for property
located at 4632 Trevor Trail and platted as Stone Bridge Oaks Addition. The applicant is
requesting to rezone 19.165 acres from "R-TH" Residential Townhouse District to "R-5.0"
Zero Lot Line District and a planned development overlay to allow the development of 66
detached single family lots with various setback variances. The property is zoned "R-TH"
Townhouse District and is owned by Lifestyle Grapevine 360.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

Dear Mayor Tate;
AMC Theatres has filed a Conditional Use Permit (CLIP) application for its Grapevine Mills 30
Theatre which would allow several of the auditoriums in the theater to become in -theater dining
auditoriums. The Mills, as property owner, has consented to the filing of the application and has been
monitoring the application.
On behalf of The, Mills, I would like to thank you for always considering what is best for
Grapevine Mills Mall and the citizens of Grapevine. The Mills, the City and AMC all have the best
interests of Grapevine at heart and in this occasion, we believe that this application is in the best interest
of all, The Mills fully supports AMC's application and believes the proposed modifications will be a
significant improvement for Grapevine Mills and for the citizens of Grapevine,
After reviewing the proposed CUP application and analyzing its impact on Grapevine Mills, we
have concluded that the conversion of the auditoriums will be a considerable enhancement to the theater
and, therefore, be extremely positive for Grapevine Mills. The Mills and its parent, Simon Property
Group, have studied similar conversions of the theatres to in -theatre dining and we are certain that it has
positive effects on both theatre and mall attendance and revenues. For this reason we are supporting AMC
in these changes at several other malls owned or managed by Simon Property Group, The concept being
proposed by AMC is consistent with changes other theater organizations are doing to modernize their
facilities and remain competitive.
With the addition of two significant tourist attractions to Grapevine Mills, the addition of the now
in -theatre dining option at Grapevine Mills 30 will Rather add to the entertainment opportunities. We see
it will increase patronage of the Mall from people who have come to enjoy the other recreation amenities
of Grapevine. It will help enhance Grapevine Mills as a major destination location in the region. The
results will be substantial for Grapovine Mills and the community.
For these reasons, The Mills fully endorses and supports the AMC application. We respectfully
request that the Planning and Zoning Commission recommend approval and that the City Council
approve AMC's CUP application,

plans isn't fully addressed by the August 17th City Council and Planning and Zoning
Commission meeting, then AMC Theatres will request a further continuance until City
Council and staff members are addressed, In an effort to keep the project on schedule,
AMC will put up the TABC Posting Notice in the near future to start that time period
running. We understand that the City must approve the CUP application before AMC can
proceed with the TABC application.

Relative to the existing AMC theatre location at the Grapevine Mills Mall, the applicant
proposes the following improvements to enhance the movie experience:
Installation of high quality, digital projection equipment in all 30 auditoriums
Conversion of five of the auditoriums into the Cinema Suites concept; a luxury
theatre concept that consists of reclining chairs, higher quality food, and wait service
for food and beverages
Conversion of eight auditoriums into the Fork and Screen concept which consists of

comfortable chairs and tables, quality food, and wait service for food and beverages
• Installation of the MacGuffins restaurant in the theatre lobby, at the entrance to the
in -theatre dining area
There will also be a small outside dining area with seating for 28 patrons; no outdoor
speakers are proposed.
At the July 20, 2010 meeting the applicant petitioned to table the application until the
August 17, 2010 meeting to further study the design/layout of the concept.
PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District with a Planned
Commercial Center in excess of 1,000,000 square feet of gross leasable space
designation.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding property were rezoned in the 1984 City Rezoning from 1-1 ",
Light Industrial to "HCO", Hotel/Corporate Office and "PID", Planned Industrial
Development. The subject property was rezoned (Z95-13) to "CC", Community
Commercial on October 17, 1995. The subject property was granted a Conditional Use
Permit CU95-36 for development of a planned commercial center in excess of 1,000,000
square feet of gross leasable area and conditional use pole signs. The public entryway
features were approved as an addenda (ADD96-01) to CU95-36 by Resolution 96-34.
Conditional Use Permit CU96-26 (Ordinance 96-79) revised the site layout, the ring road
configuration and access to residential properties to the west. Conditional Use Permits
CU97-05 and CU97-06 (Ordinance 97-09, 97-11) allowed alcoholic beverage sales (Sega
Gameworks) and amended the site layout. Special Use Permit SU97-04 (Ordinance 97-
10) allowed skill -oriented games in excess of eight (8) machines and two (2) billiard tables.
CU97-13 (Ordinance 97-28) allowed for alcoholic beverage sales in conjunction with a
restaurant (The American Wilderness Experience). CU97-18 (Ordinance 97-40) also
allowed for alcoholic beverage sales in conjunction with a restaurant (Rainforest Cafe).
CU97-29 (Ordinance 97-55) was approved by Council at the June 3, 1997 joint public
hearing which allowed for signage for the entire Grapevine Mills Mall project including the
outparcel areas. CU97-29 was later modified at the July 1, 1997 joint public hearing to
provide for an 80 foot entertainment globe (Ordinance 97-61). CU97-25 (Ordinance 97-57)
was approved at the June 17, 1997 joint public hearing and allowed for alcoholic beverage
sales in conjunction with a restaurant (Tres Hombres) located in the outparcel area. CU97-
36 (Ordinance 97-72) amended the site layout for the development of a retail use in the
outparcel area (Michael's). CU97-42 (Ordinance 97-92) was approved at the August 19,
1997 joint public hearing and allowed the development of a retail tire store (Discount Tire)
in the outparcel area.
At the November 18, 1997 joint public hearing, a 38.255 acre Phase 2 development was

incorporated into the overall Grapevine Mills Planned Commercial Center located to the
southeast of the Mall proper across State Highway 26 and bordered also by the
southbound service road of State Highway No. 121 and Bass Pro Drive (Bethel Road).
Z97-22 (Ordinance 97-125) rezoned 11.825 acres from "PCD" Planned Commerce
Development District and 26.43 acres from "HCO" Hotel/Corporate Office District to "CC"
Community Commercial District for the development of Bass Pro Shops Outdoor World
and Embassy Suites Hotel. CU97-60 (Ordinance 97-126) and CU97-61 (Ordinance 97-
127) incorporated Bass Pro Shops Outdoor World and Embassy Suites Hotel into the
Grapevine Mills Planned Commercial Center and also allowed for on -premise consumption
of alcoholic beverages and seven 40 foot pole signs. The November 18, 1997 joint public
hearing also established CU97-62 (Ordinance 97-128) Rooms To Go, a 39,870 square foot
retail furniture store; CU97-63 (Ordinance 97-129) Chick-Fil-A, a 3,822 square foot
restaurant; and CU97-64 (Ordinance 97-130) which allowed for off -premise consumption of
alcoholic beverages (wine only) for a lease space within the Mall proper. CU97-68
(Ordinance 97-147) was approved at the December 16, 1997 joint public hearing which
allowed the development of a 3,855 square foot heath care facility (Primacare) in the
Phase 1, outparcel area. CU97-75 (Ord. 98-10) was approved at the January 20, 1998
joint public hearing which amended the signage plan for wall signage associated with
outparcel tenants. CU97-76 (Ord. 98-11) was also approved at the January 20, 1998 joint
public hearing which approved a 10,095 square foot restaurant (Cozymel's) in the Phase 1,
outparcel area. CU98-03 (Ordinance 98-17) was approved at the February 3, 1998 joint
public hearing, which approved an amended floor plan for Dick Clark's American
Bandstand restaurant. CU98-07 (Ord. 98-40) allowed for on -premise consumption of
alcoholic beverages in conjunction with a restaurant (Corner Bakery). CU98-21 (Ord. 98-
74) was approved at the June 16, 1998 joint public hearing which amended the floor plan
for American Wilderness. Also approved with this request was a request by the Mills
Corporation to extend to January 15, 1999 the temporary parking areas at Anchor Pads A
and B. At the September 15, 1998 joint public hearing CU98-47 (Ord. 98-116) was
approved amending the floor plan for Cozymel's in the outparcel area of the Grapevine
Mills Mall. CU98-48 (Ord. 98-117) was approved at the same public hearing and
established MJ's Chop House/Mason Jar—a dual concept restaurant with alcohol
beverage sales in the outparcel area. Also, CU98-49 (Ord. 98-118) was approved at the
September 15, 1998 joint public hearing which allowed for canopy extensions over the
main entrance and ticket window areas of the AMC Theater complex at Grapevine Mills.
CU98-57 (Ord. 98-130) was approved at the October 20, 1998 which allowed for the
development of a Black -Eyed Pea restaurant with alcohol beverage sales in the Phase 1,
outparcel area. At the November 17, 1998 joint public hearing Council approved CU98-59
(Ord. 98-135) allowing alcoholic beverage sales throughout the premises for "special
events" at Sega Gameworks. CU98-63 (Ord. 98-151) was approved at the December 15,
1998 joint public hearing which allowed for a 6 -story, 121 -room hotel (AmeriSuites) in the
outparcel area. CU98-79 (Ord. 99-17) was approved at the February 2, 1999 joint public
hearing which allowed a revision to the floor plan for Sega Gameworks. At the March 23,
1999 joint public hearing, Council approved CU99-12 (Ord. 99-16) which allowed for a
revision to Anchor "G" specifically a reduction in square footage from 35,790 square feet to
26,500 square feet for Iguana Ameramex. Council approved at the April 20, 1999 joint

public hearing CU99-17 (Ord. 99-61) for a restaurant in the mall proper (Jekyll and Hyde)

99-83) was approved at the May 18, 1999 joint public hearing which allowed for the
construction of a partial stone wall with trellis along the rear elevation for Cozymel's. At the
July 20, 1999 joint public hearing, Council approved CU99-41 (Ord. 99-109) for a 7,189
square foot restaurant (Bennigan's) with on -premise consumption of alcoholic beverages
(beer, wine, and mixed drinks) in the Phase 1, outparcel area. Council considered and
approved at the November 16, 1999 joint public hearing CU99-60 (Ord. 99-163) for a mall
expansion for Anchor "A," CU99-61 (Ord. 99-164) an amendment to the parking layout for
Rooms -To -Go, and CU99-63 (Ord. 99-165) a restaurant with on -premise alcohol beverage
sales (Trail Dust) in the outparcel area. CU99-71 (Ord. 99-178) was approved by Council at
the December 7, 1999 joint public hearing and allowed for the development of a 4 -story,
105 -room hotel (Hawthorn Suites), in the Phase 1 outparcel area of the Grapevine Mills
Mall. Conditional Use Request C000-16 (Ord. 00-43) was approved at the April 18, 2000
joint public hearing which allowed for changes the exterior elevations of Anchor "A." Special
Use Request S000-07 was approved at the June 20, 2000 joint public hearing allowing for
30 redemption/coin-operated games at the main (Texas) entrance of the Grapevine Mills
Mall. Conditional Use Request C000-21 (Ord. 00-83) was approved August 15, 2000 and
allowed for a 114 -room four story hotel immediately north of the AmeriSuites Hotel.
Conditional Use Requests C000-67 and C000-68 were approved at the December 19,
2000 meeting and allowed for the development of a restaurant with a drive-thru window
(Steak -n -Shake) and a business services/reproduction facility (Kinko's) in the outparcel
area of the Grapevine Mills Mall. Conditional Use Request CU01-38 was approved by
Council on July 17, 2001 and allowed for a 32,786 square foot expansion to the mall
proper at what was known as the "Texas' entrance, for a Neiman Marcus retail concept
known as "Last Call." Conditional Use Request CU01-51 and Special Use Request SU01-
07 was approved by Council at their October 16, 2001 meeting which allowed for a
restaurant (Chuck -E -Cheese) with video games in excess of eight machines in the
outparcel area of the Grapevine Mills Mall. A subsequent minor revision to the site plan for
Neiman Marcus relative to the location of a power generator and landscape island was
approved by the Site Plan Review Committee at their September 26, 2001 meeting.
Conditional Use Request CU02-17 was approved by Council at their May 21, 2002 meeting
and allowed for a 20 -foot pole sign for Rainforest Cafe immediately south of Neiman
Marcus "Last Call." Conditional Use Request CU02-16 was approved at the June 18,
2002 for and expansion of the mall proper to allow for the development of an indoor and
outdoor skating park (ESPN Skate Zone). At that same meeting, Conditional Use Request
CU02-21 was approved which allowed for an expansion of the alcohol consumption area to
include the entire floor area within Sega Gameworks. Conditional Use Request CU02-43
was approved at the October 15, 2002 meeting and allowed for a restaurant (Blue Goose)
which modified the floor plan associated with the former Black -Eyed -Pea restaurant.
Conditional Use Request CU03-14 was approved by Council at the May 20, 2003 meeting
which approved modifications for the site plan associated with the Springhill Suites hotel in
the outparcel area. Council approved Conditional Use Request CU03-19 at the July 15,
2003 meeting which allowed the development of a tunnel -based aquarium with the
possession, storage, retail sale, and on -premise consumption of alcoholic beverages (beer,

wine, and mixed drinks) in conjunction with a restaurant in the outparcel area of the
Grapevine Mills Mall. At the December 16, 2003 meeting Council approved Conditional
Use Request CU03-43 and Special Use Request SU03-06 to allow the possession,
storage, retail sale, and on -premise consumption of alcoholic beverages (beer, wine, and
mixed beverages) in conjunction with a restaurant/dance club called Midnight
Rodeo/Hondo's Grill and to allow the use of three pool tables. The concept was to be
located in the spaces previously occupied by "Just for Feet" and comprised some 20,130
square feet; the request never moved beyond the initial planning stages. Council also
approved Conditional Use Request CU03-47 at the December 16, 2003 meeting which
allowed for a restaurant (Ritzy's) in the outparcel area of the Grapevine Mills mall.
Conditional Use Request CU05-01 was considered and approved at the January 26, 2005
Site Plan Review Committee meeting which allowed minor modifications to the exterior and
interior. Conditional Use Request CU05-08 was considered and approved at the March 15,
2005 meeting which allowed for on -premise alcohol beverage sales at the Chuck -E -
Cheese restaurant in the outparcel area. At the same March 15, 2005 meeting Council also
approved Conditional Use Request CU05-09 to allow an approximate 8,000 square foot
expansion (Children's World) near the "Tornado" entrance to the mall. At the July 25, 2006
meeting of the Site Plan Review Committee, CU06-33 was approved to allow for the
addition of 1,000 square feet of office space. At the November 7, 2006 meeting CU06-42
(Ord. 2006- 79) was approved for a car wash service, Pronto Wash, adjacent to Neiman
Marcus Last Call. At the November 21, 2006 meeting CU06-52 (Ord. 06-83) was approved
for a 26,325 square foot retail structure located between Rooms To Go and Chuck E.
Cheese in the outparcel area. At the October 21, 2008 meeting CU08-25 (Ord. 08-57) was
approved for a restaurant (Daan Sushi) with alcoholic beverage sales between Rooms To
Go and Chuck E. Cheese in the outparcel area. At the September 15, 2009 meeting
CU09-24 (Ord. 2009-39) was approved for outside dining and outdoor speakers for live
music performances in conjunction with an existing restaurant.
The H/A Grapevine Joint Venture property to the north and northwest of Anderson -Gibson
Road was rezoned in 1985 as a part of the "Terra Tract" to "R -MF -1", Multifamily District,
"R -MF -2", Multifamily District, "HCO", Hotel/Corporate Office, "LI", Light Industrial, "CC",
Community Commercial and "PID", Planned Industrial Development. The property never
developed. The same property was recently rezoned (Z95-06); the actual zoning
designations changed very little, but the deed restrictions and the letter of agreements
changed a great deal. At the August 4, 1999 meeting CU99-28 (Ord. 99-112) was
approved for the Cross Creek Apartments. Council approved at the meeting on February
21, 2006 zoning change request Z06-02 (Ord. 06-11) for a recently completed 39 -unit
townhome development. At the November 18, 2008 meeting CU08-31 (Ord. 2008-65),
PD08-04 (Ord. 2008-66) and Z08-10 (Ord. 2008-164) were approved for the Wagon Wheel
Apartments on the site of the Cross Creek Ranch. At the November 3, 2009 meeting
SU09-06 (Ord. 2009-48) was approved with conditions for the Chesapeake Energy site.

AMC Theatres is applying for a Conditional Use Permit under Section 4-3 of the City of
Grapevine Code to allow AMC to obtain a Texas Alcohol Beverage Commission Mixed
Beverage Permit. Additionally, AMC is requesting changes to its exterior signs. AMC will be
adding restaurant -style food service and in -theatre dining to the Grapevine Mils 30 Theatre
and will qualify as restaurant under Section 4-5 of the local code.
AMC Theatre is bringing its Enhanced Food and Beverage program to Grapevine Texas,
which will allow moviegoers to dine on restaurant quality food in the theatres while enjoying
seat -side service in large, comfortable chairs. Guests may order appetizers, sandwiches such
as gourmet burgers and wedge salad wraps, and entrees such as wood -roasted chicken
quesadillas and desserts as well as traditional theater concessions and beer, wine and
cocktails.
The west wing of the Grapevine Mills 30 Theatre will be totally renovated to add MacGuffins in
the lobby of the west wing, and convert thirteen of the auditoriums to Fork & Screen or
Cinema Suites.
The theatre will have a full kitchen and prepare a full restaurant -style menu on site. A copy of
the menu is enclosed. Wait staff will take the orders and serve the food and beverages to the
guests.
MacGuffin's will be a restaurant with a bar and any patron of the theatre will be able to enjoy a
meal or drink there before the show. It will be separated from the main lobby by a half wall.
Plans also call for an enclosed outdoor patio just off the lobby for dining and beverage service.
The thirteen auditoriums in the west wing will be transformed into a Fork & Screen or a
Cinema Suite, where guests can be served a full meal while catching a movie. Meal service
will begin prior to the showing of the feature, but food and beverages, including alcoholic
beverages, will be served throughout the feature film. When customers want to order they use
a silent call button, and a server comes to take their order and deliver it to their seat -side
table.
The Fork & Screen and Cinema Suites have special age and admission policies and access to
these theatres is controlled. Persons under 18 will not be admitted unless with an adult and
only guests 21 and older will be served any alcoholic beverages. A copy of AMC Policy and
Procedures for alcohol service is enclosed in the booklet attached. AMC has operated several
theatres with liquor licenses for over 10 years and has not had a single violation.
In compliance with the local ordinance, the food sales at Grapevine Mills 30 will exceed the
sales of alcoholic beverages. Based on AMC's other theatres with similar service, it is
estimated that food sales will be seventy to eighty percent (70% to 80%) of the total food and
beverage sales. However, adding a liquor license is key to the successful implementation of
the concept.
The conversion process will not reduce the number of auditoriums, but it will significantly
reduce the number of seats. The seat loss in the auditoriums is estimated to be over 1,100
seats. The lobby seating for MacGuffins will add approximately 100 seats. The net seat loss is
estimated to 1,032 seats. This will reduce the parking demand at the center.
This CUP application also includes AMC's request for changes to exterior signs to add "Fork &
Screen" to the signs where appropriate. Photos of the proposed changes to exterior signage
are enclosed with the application.
AMC looks forward to bringing this exciting entertainment experience to the Grapevine
community.

with us last week to discuss our proposed investment in the AMC theatre complex at Grapevine
Mills. AMC appreciates your comments and can assure you that we have conducted the
appropriate research on the Grapevine market in undertaking this investment. Please note that we
are very excited with this prospect and very eager to make the necessary improvements to the
theatre to make it once again the leader in. the market area.
Your comments were helpful in that they did give us an excellent opportunity to take a step
back and reevaluate several issues. Accordingly, after having given serious consideration to those
topics, we respectfully provide the responses below.
ISSUE 1: Does AMC have an exit plan in the event the conversion is not successful?
RESPONSE: AMC does not typically plan for failure, but, as you stated, in any endeavor
it makes good business sense to have a contingency plan in the event that expectations are not
realized. Our proposed investment is integral to the future success of the AMC theatre and
enhances our ability to extend our lease beyond the termination of the current lease term which
expires in seven years. In this particular case, AMCs plan is to be prepared to respond to the
market and implement the appropriate measures based on what the consumers want. It is important
in the theatre business that options remain open and that the operator does not commit to any one
particular contingency plan in case that one alternative proves ineffective. Rather, the prudent
approach is to be flexible and adapt to the consumers' directions. This might involve (i) removal of
the restaurant component, but retaining the alternative seating options; (ii) removal of both the
restaurant component and alternative seating options; or, (iii) adapting to a new concept that
satisfies consumer demands. However, in the event this concept does not satisfy our expectations
to the point that it needs to cease, we commit to review our options with the City and Grapevine
Mills LP, as our partners in the Grapevine Mills Mall development.
ISSUE 2: Why is the price of tickets at AMC the highest around?
RESPONSE: After our meeting, we conducted a survey of theatres in the market area and
detennined that although our ticket prices were in the higher range, they were not the highest, buNg

competitive with other theatres. Additionally, the Grapevine AMC does offer a variety of discounts
to students and senior citizens at specified times.
ISSUE 3: Access to the theatre from the parking lot needs to be improved.
RESPONSE: We have visited with the representatives of the owner of Grapevine Mills and
discussed improvements to the parking lot, signage and lighting. It is our understanding that the
Mills will engage with a professional design firm to investigate improvements for pedestrian access
from the parking lot to the plaza area, and for lighting and signage improvements. Further, the Mills
is considering valet parking as option for customers.
ISSUE 4: If AMC Grapevine has lost 40% of its business in the last 8 years, where did the
business go?
RESPONSE: Our records indicate that within that same period the number of theatre
locations within 1 i miles increased by over 50%. There has also been a dramatic increase in
market share realized by the "in -theatre dining' locations. Further, there has been an increase in
alternate means of watching movies such as on -demand television and personal computer access.
ISSUE 5: What improvements will be undertaken with this project?
RESPONSE: The proposed improvements will. consist of the following:
i. Installation of high quality, digital projection equipment in all 30 auditoriums.
ii. Conversion of Eve auditoriums into the Cinema Suites concept, which is a luxury
theatre concept that consists of reclining chairs, higher quality food, and wait
service for food and beverages.
iii. Conversion of eight auditoriums into the Fork and Screen concept which consists of
comfortable chairs and tables, quality food, and wait service for food and beverages.
iv. Installation of the MacGuffins restaurant in the theatre lobby, at the entrance to the
in -theatre dining area.
V. AMC would ask that the items presented in this response be incorporated into the
ordinance authorizing the SUP.
ISSUE G: What is the investment?
RESPONSE: AMC proposes to invest a total of approximately $7.5 million dollars in this
project. Of that amount, $5 million will be allocated to the In -Theatre Dining conversion of the
auditoriums and installation of the MacGuffins restaurant and $2.5 million will go to the
installation of digital equipment through AMC and DCIP.
ISSUE 7: Is this a profitable concept? Will this be a successful endeavor in Grapevine?
RESPONSE: As reported in many periodicals, on a national level In -Theatre Dining has
experienced considerable growth over the past few years and the numbers are expected to grow
substantially. On a local level, it is apparent that the"in-theatre dining'concept has been successful
in the Metroplex. Our records indicate that the box office gross for the Movie Tavern in Bedford
increased by over 200% in the last four years and that the box office gross for the Movie Studio

Grill in Lewisville increased by over 185% percent over the traditional theatre concept that
previously occupied that space. The nearest in -theatre dining location, the Movie Studio Grill in
Lewisville, is over five miles away. The AMC experience in conversion of traditional theatres to
In -Theatre Dining has been remarkable.. At the AMC 30-plex facility in Olathe, Kansas, at which
we converted 13 auditoriums into the In -Theatre Dining concept, we experienced an increase in
total revenue of 42% in a two year period. At other facilities we have converted, we have seen a
61% increase in attendance and a 111 % increase in total revenue. We believe that the Grapevine
experience will likewise be successful based on our market studies.
We believe that the Grapevine movie-goers will be inclined to stay in their city and that this
will be a successful venture. Further, this renovation will provide an improved movie experience
for Grapevine and will complement the existing and new tourist attractions in Grapevine.
Please note that the installation of digital projection equipment provides the flexibility of
showing numerous other events not typically shown in a traditional theatre such as athletic events,
concerts, and business events. We are very excited about bringing this capability to Grapevine.
Once again Mayor Tate, we are grateful for your time and participation in this process.
Although you did raise some difficult issues, they proved to be constructive in the analysis of our
commitment to the Grapevine Mills commercial area and to the citizens of Grapevine.
