HomeMy WebLinkAboutItem 22 - Noise MonitorsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 16, 2024 SUBJECT: DALLAS FORT WORTH INTERNATIONAL AIRPORT NOISE MONITORS RECOMMENDATION: City Council to consider approval of the Dallas Fort Worth International Airport noise monitor upgrade and DFW License Agreements. FUNDING SOURCE: N/A BACKGROUND: DFW Airport approached the City to upgrade six noise monitors that are located within the City of Grapevine. These monitor locations are: NW1 = Northwest corner in right-of-way of Easy Street and Dawn Lane NW7 = Northern area of C.J. Hutchins Park near the intersection of North Dooley Street and South Riverside Drive NW9 = Big Bear Creek west of Old Mill Run SW1 = North end of Glade Crossing Park near Hughes Road The other two monitors, sites NW3 on the Grapevine Water Treatment Plant site and NW8 in Rockledge Park are under the U.S. Army Corp of Engineers' (USACE) jurisdiction under USACE license DAWC63-3-23- 0501. This lease is between the USACE and DFW and will end in 2027. The proposed new locations are in general proximity to existing noise monitors, with the exception of NW8, to existing noise monitors. NW8 is currently located at 418 E. Texas Street and is being moved to Rockledge Park. DFW uses this equipment to monitor sound from aircraft operations and from local community activities via a series of permanently mounted noise monitor sites. The measured noise data is correlated with FAA radar data to determine the source attributable to aircraft operations (arrivals and departures). The correlated noise data confirms compliance with federal stipulations from the 1992 Final Environmental Impact Statement (FEIS) and provides local communities and builders with baseline aircraft and community sound exposure levels for building design and planning. The monitors consist of a 20' pole on a concrete foundation with a weather station, a wireless antenna, a solar panel and a microphone. Each location, with the exception of the two located on USACE property, will require a license agreement with DFW. Staff from Parks and Recreation and Public Works have worked with representatives from DFW Airport on the location of these monitors. Staff recommends approval
