SUBJECT: ENGINEERING DESIGN SERVICES CONTRACT AMENDMENT
— WASTEWATER TREATMENT PLANT ELECTRICAL
IMPROVEMENTS PROJECT
RECOMMENDATION:
City Council to consider:
• Approving an amendment to the WWTP Engineering Design Services contract
with Gupta & Associates, Inc. in the amount of $38,632.00;
• adopting an ordinance appropriating $825,000.00 for the design services contract
amendment, construction funding and contingency to the FY 2015 — 2016 Capital
Improvements Plan;
• authorizing staff to execute said contract amendment;
and take any necessary action.
Funds are available and programmed in the 2015 Utility Bond Sale.

On December 15, 2015, City Council awarded an engineering design services contract
to Gupta & Associates, Inc. for design of electrical improvements and repairs to the
Wastewater Treatment Plant. The scope of this design contract included replacement of
the Train 1 Motor Control Center (MCC), Train 2 generator quick connect and transfer
switch for power outages and Train 3 MCC emergency generator switching rewiring.
The recommended contract amendment addresses additional improvements to Train 2
including structural design of a concrete pad for various cabinets and the trailer mounted
generator as well as a structural canopy over the switch gear.
Cost estimate for construction of the entire project is $722,126.00 with the additional
scope.
Staff recommends approval.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL
IMPROVEMENTS BUDGET FOR THE FISCAL YEAR
ENDING IN 2016, PROVIDING FOR THE TRANSFER OF
THE FUNDS; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to maintain its Waste
Water Infrastructure with regular maintenance, repairs and updates as necessary; and
WHEREAS, funding for the amendment to the design phase services, construction
of the Improvements to the Wastewater Treatment Plant Electrical System and a project
contingency is not currently included in the FY 2015 -2016 Capital Improvements Plan
Budget; and
WHEREAS, design and construction of Wastewater Treatment Plant Electrical
System Improvements is necessary to insure continued optimum operation of the Plant
and the City's Waste Water Collection and Treatment System.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this ordinance are true and
correct and are hereby incorporated into the body of this ordinance as if copied in their
entirety.
Section 2. That the City Council hereby authorizes an amount of $ 825,000.00
be appropriated from the 2015 Utility Bonds to the FY 2015-2016 Capital Improvements
Plan budget for amended design phase services, construction costs and contingencies
relative to the Wastewater Treatment Plant Electrical Improvements Project.
Section 3. That a copy of the revised FY 2015-2016 Capital Improvements Plan
budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.

GRAPEVINE, TEXAS on this the 16th day of August, 2016.

interests of the health, safety, and welfare of the public.

GRAPEVINE, TEXAS:
