On Tuesday evening, August 20, 2002, at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Case Number/Name: CU02-29, Eagle Believer's Church
Applicant: G. Philip Morley
Location: 925 Minters Chapel Road, Lot 1, Block 1, HFCC Addition
Current Zoning: "LI" Light Industrial District
Proposal: The applicant is requesting a conditional use permit to allow for
a religious institution. A copy of the site plan is on file in the Department of Development
Services. The property is owned by Anne Evbuomwan.
Case Number/Name: CU02-30, Greenback Nursery
Applicant: Janet Reid, Greenberg Farrow Architecture
Location: 4120 William D. Tate Avenue; Proposed Lot 4R-1, Block 1, Tom

Proposal: The applicant is requesting a conditional use permit to amend the
previously approved site plan of C000-48 (Ord. No. 99-151) for a planned commercial
center, specifically to allow for outside storage in conjunction with a retail nursery, a garden
supply store and a 30 -feet pole sign. A copy of the site plan is on file in the Department of

Proposal: The applicant is requesting approval of a revision of the approved
floor plan of CU99-42 (Ord. No. 99-168) allowing the possession, storage, retail sale and on -
premise consumption of alcoholic beverages, (beer, wine and mixed drinks) in conjunction
with a restaurant. A copy of the site plan is on file in the Department of Development
Services. The property is owned by Glade Family Limited Partnership/Gary Cantrell,
General Partner.
The City Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of

Ordinances as follows:
Section 12, relative to church uses and religious campuses
Sections 13-22A, relative to church uses and religious campuses
Sections 23-39, relative to church uses and religious campuses
Section 49, relative to church uses and religious campuses
Section 60, relative to signage in the "GU", Governmental Use District
and any other additions, deletions, or changes to various sections, articles and provisions
contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please contact

SUBJECT: SECTION 60, SIGN REGULATIONS, RELATIVE TO SIGNAGE
IN THE "GU" GOVERNMENTAL USE DISTRICT
RECOMMENDATION:
Staff recommends the City Council and the Planning and Zoning Commission consider
the attached amendments to Section 60, Sign Regulations, relative to signage in the
"GU", Governmental Use District, and take any action necessary.
BACKGROUND:
Prior to the 1984 citywide rezoning, the sign regulations did not apply to uses located
within the "GU" Governmental Use District. In 1984, the sign ordinance was amended to
require that uses located within this district adhere to the sign regulations for the most
restrictive abutting district, thus making the sign regulations for the "GU", Governmental
Use District the most restrictive of any other district within the city.
This case was tabled from the August 20, 2002 meeting to give staff the opportunity to
amend the proposed revisions to Section 601 of the zoning ordinance per Council
direction. The revised amendments provide a mechanism for signs that do not comply
with the sign regulations of the "GU" district to be approved by the City Council with a
conditional use permit.

L. GU GOVERNMENTAL USE DISTRICT
Signs in a Governmental District shall meet the sign requirements of the most
restrictive adjacent or contiguous district, except wall, ground, or monument signs
are permitted for public schools adjacent to any district.
The City Council may authorize and approve a sign that does not comply with
the most restrictive adjacent
