HomeMy WebLinkAboutItem 22 - Security AccessMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 7, 2024 SUBJECT: SECURITY EXPERT ACCESS CONTROL UPGRADE RECOMMENDATION: City Council to consider approval for the purchase and installation of security expert access control upgrade for existing access doors at various City facilities from Schneider Electric. FUNDING SOURCE: Funds are available in the Capital Projects (General Facilities) Fund for an amount not to exceed $545,621. BACKGROUND: The current access control system has become a legacy system with limited support. The access control upgrade will provide full support, modern features, and allow us to fully integrate our access control with a video surveillance system. This upgrade will keep our security standards compliant with CJIS (Criminal Justice Information Services) requirements and jail standards. The project will also allow staff at City Hall, The REC, Library, and other facilities to be monitored by Public Safety personnel and dispatch. This includes duress buttons, video feeds, remote door control, intercoms, and emergency lock down capabilities. This purchase will be made in accordance with existing and interlocal agreements with Omnia Partners Public Sector, Region VIII Education Service Center in Texas as allowed by Texas Local Government Code, Section 271 and Texas Government Code, Section 791. Bids were taken by the Cooperative and a contract was awarded to Schneider Electric. The Public Works and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would provide the best service and pricing for meeting the needs of the City.
