On Tuesday evening, November 21, 2006 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:

Proposal: The applicant is requesting to amend the previously approved
site plan, specifically to allow a 40 -foot pole sign and a monument sign. The property is
owned by DFW International Airport. A copy of the site plan is on file at the Department of
Development Services.

Proposal: The applicant is requesting a conditional use permit to amend
the previously approved site plan for a planned commercial center in excess of 1,000,000
square foot of leaseable area, specifically for the development of a retail building. The
property is owned by Green Street Properties. A copy of the site plan is on file at the
Department of Development Services.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73
The City Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of
Ordinances as follows: Section 12, Definitions relative to Flag Lots, and Section 49, Special
Use Permits relative to Flag Lots, and any other additions, deletions, or changes to various
sections, articles and provisions contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

RECOMMENDATION:
Staff recommends the City Council consider the recommendation of the Planning and
Zoning Commission relative to flag lots and take any necessary action.
BACKGROUND:
This past year the zoning ordinance has been amended twice relative to flag lots. It was
first amended in November, 2005 to require flag lots in residential districts to be
considered and approved by Council through the Special Use permitting process.
Controversy surrounding a special use request for a residential flag lot on Worthington
Drive led to a second amendment to the zoning ordinance in June, 2006 which more
closely defined flag lots and prohibited them in all single family residential districts.
Council directed the Planning and Zoning Commission to further review and consider the
concept of flag lots and make any recommendations relative to their use and establish
new guidelines if necessary.
A review of other cities throughout the U.S. reveals a great deal of ambiguity concerning
flag lots—some cities allow them carte blanche with virtually no guidelines; others
prohibit them entirely. Some cities limit the length of the flag either in absolute terms or
as a percentage of the overall length of the lot. Some establish a minimum frontage
width or require the lot to meet the minimum width requirement at the setback line.
The Planning and Zoning Commission held a workshop in July to further consider the
use of flag lots in the City; Staff was directed that the current definition prohibiting flag
lots in residential zoning districts was acceptable. Should any unusual hardship arise,
the current wording in the zoning ordinance would allow flag lots in residential districts to
be considered by the Board of Zoning Adjustment.

At its July, 2006 workshop, the Planning and Zoning Commission directed staff to
continue the prohibition of flag lots in residential districts. As the current wording in the
zoning ordinance accomplished the direction provided by the Planning and Zoning
Commission, no changes to the text are necessary. For this reason, staff requests that
this item be withdrawn.
