HomeMy WebLinkAboutAM2010-06MEETING DATE SUBJECT: WARUMMEM BRUNO RUMBELOW, CITY MANAGER SCOTT WILLIAMS, DEVELOPMENT SERVICES DIRECTOR AUGUST 17, 2010 WORKSHOP -AMENDMENTS TO CHAPTER 20-13.1 SIGNS ON RIGHTS-OF-WAY RELATIVE TO POLITICAL SIGNS City Council to consider possible amendments to Grapevine Code of Ordinances, Chapter 20-13.1, Signs on rights-of-way relative to political signs and take any necessary action. Due to apparent confusion during the last City Council election cycle, staff has been asked to bring proposed amendments to workshop for City Council discussion. As currently worded, the ordinance allows temporary political signs to be placed on the right-of-way only during the seventeen (17) -day period preceding the election orto coincide with early voting_ Since early voting does not necessarily coincide with 17 days prior to the election, the City Attorney has advised staff to always allow the most permissible time frame. However, to avoid any confusion in the future, the proposed amendments delete the 17 -day provision, and if approved, would only allow signs to be placed to coincide with early voting. If City Council approves of these amendments, it will be brought to a future public hearing for consideration. Because the location and width of right-of- way in front of single family residences is variable, and because, by ordinance residential property owners are required to maintain the right-of-way in front of their homes, staff has historically refrained from taking action on political signs in front of residential properties. If City Council approves of these amendments, it will be brought to a future public hearing for consideration. I don't want to overhaul the ordinance, but with the change in early -voting procedures and dates, we could probably just be a little more specific in the ordinance, so everyone clearly knows "the rules" for campaign signage.
