HomeMy WebLinkAboutItem 14 - First Responder Mental Health Program 2MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 7, 2024 SUBJECT: APPROVAL OF NORTHEAST FIRE DEPARTMENT ASSOCIATION (NEFDA) GRANT SUBMISSION RECOMMENDATION: City Council to consider approval of a resolution authorizing an application of a Fiscal Year 2025, Office of the Governor Public Safety Office Criminal Justice Division Grant on behalf of the Northeast Fire Department Association (NEFDA) for the First Responder Mental Health Program. FUNDING SOURCE: No impact to funding at this time. Upon acceptance, an appropriation ordinance memo will be submitted to Council for authorization of a contract with the vendor. BACKGROUND: The City of Grapevine Fire Department, on behalf of the Northeast Fire Department Association (NEFDA), is applying for the second year of a First Responder Mental Health Program grant through the Office of the Governor's Public Safety Office Criminal Justice Division for fiscal year 2025. The grant requires matching funds and is satisfied with in -kind donations. If awarded, it will provide a First Responder Mental Health Program to all 14 cities of NEFDA. RESOLUTION NO. 2024-006 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE SUBMISSION OF A FISCAL YEAR 2025 OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE CRIMINAL JUSTICE DIVISION GRANT (4790502) ON BEHALF OF THE NORTHEAST FIRE DEPARTMENT ASSOCIATION (NEFDA) AND PROVIDING AN EFFECTIVE DATE WHEREAS, The Grapevine City Council finds it in the best interest of the citizens of Grapevine, that the First Responder Mental Health Program be operated for Fiscal Year 2025- and WHEREAS, The City of Grapevine acts on behalf of the Northeast Fire Department Association (NEFDA) for submission of the grant to the Office of the Governor, Public Safety Office Criminal Justice Division; and WHEREAS, Grapevine City Council designates the Fire Chief as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; and WHEREAS, Grapevine City Council agrees that in the event of loss or misuse of the Office of the Governor funds, Grapevine City Council assures that the funds will be returned to the Office of the Governor in full; and WHEREAS, all legal prerequisites for the adoption of this resolution have been met, including but not limited to the Local Government Code and the Open Meetings Act; and WHEREAS, the City Council hereby declares that the approval of this resolution is in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That Grapevine City Council approves submission of the grant application for the First Responder Mental Health Program to the Office of the Governor on behalf of the Northeast Fire Department Association (NEFDA). Section 3. That this resolution shall become effective from and after the date of its passage.
