CITY OF GRAPEVINE, TEXAS
On Monday evening, June 23, 2008 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z07-08 - CITY OF GRAPEVINE - submitted by City of Grapevine for properties located
within the City not currently zoned "GU" Governmental Use District. The subject properties
are currently zoned "HC" Highway Commercial, "CBD" Central Business District, "LI" Light
Industrial, and "R-7.5" Single Family Residential and are generally located south of
Northwest Highway, east of Ball Street, west of Dooley Street, and north of State Highway
114. All properties are owned by City of Grapevine.
Z08-01/MP08-01 - CITY OF GRAPEVINE - submitted by City of Grapevine for property
located generally west of North Main Street, between West Peach Street and Banyan
Drive. The applicant is requesting to rezone the properties from "R -MF -1" Multifamily and
"CN" Neighborhood Commercial to "R-5.0" Zero -Lot -Line and amend the City's Future
Land Use Plan for this area to medium density residential development. The property is
owned by multiple owners.
Z08-04 - CITY OF GRAPEVINE - submitted by City of Grapevine for property located
generally east of Wood Street, between East Wall Street and East Worth Street. The
applicant is requesting to rezone the properties from "R -MF -2" Multifamily and "R-5.0" Zero -
Lot -Line to "R-7.5" Single Family to conform with the Future Land Use Map. The property
is owned by multiple owners.
SU08-03 — VERIZON WIRELESS - submitted by Zone Systems for property located at
1800 State Highway and platted as Lot 1, DFW Hilton Addition. The applicant is
requesting a special use permit to allow the collocation of cellular antenna's and an
equipment cabinet. The property is zoned "HCO" Hotel Corporate Office and is owned by
Somera DFW Lakes.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City Council
and the Commission will consider amendments and changes to the Comprehensive Zoning
Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances as follows:
Section 12, Definitions, Section 23, "LB" Limited Business, Section 24, "CN" Neighborhood
Commercial, Section 25, "CC" Community Commercial, Section 26, "HC" Highway
Commercial, Section 27, "PO" Professional Office, Section 28, "CBD" Central Business

District, Section 29, "HCO" Hotel/Corporate Office and Section 32, "BP" Business Park
Districts relative to call centers and any other additions, deletions, or changes to various
sections, articles and provisions contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

RECOMMENDATION
Staff recommends the Planning and Zoning Commission consider the North Main Street
area between Banyan Drive north to Peach Street on the west side of Main Street relative
to current zoning, actual (current) land use, and future land use relative to the City's Master
Land Use Plan and take any necessary action.
The subject property has been discussed in both a Planning and Zoning Commission
workshop and a joint workshop with the Commission and City Council that occurred on
November 20, 2007. At that meeting, the Council agreed with the Commission's previous
recommendation that the City initiate a zone change to rezone the property on the west
side of North Main Street currently zoned "CN" Neighborhood Commercial District to "R-
5.0" Zero -Lot -Line District and amend the Future Land Use map to show the property
located on the west side of North Main Street from Banyan Drive to Peach Street currently
master planned as "LC" Light Commercial and "RH" Residential High Density to "RM"
Residential Medium Density.
Staff initially prepared a land use study of the North Main Street area in conjunction with a
zone change application (Z07-05) for property located at the southwest corner of Hall
Street and North Main Street. The applicant proposed rezoning the 0.24 acre tract from
"R -MF -1" Multifamily District to "PO" Professional Office District to redevelop the existing
home for use as a private office; the request was denied by both the Commission and
Council. The review of the land use study resulted in the Commission recommending to
the City Council that there was no compelling reason to allow property to be developed for
commercial purposes north of Banyan Drive and west of North Main Street, regardless of
zoning.
Attached are four, color -coded maps relative to current zoning, actual land use, and future
land use as shown on the Future Land Use Map. Since this property was last discussed
on November 20, 2007, Staff is requesting that the Commission review the subject area
one last time before the zoning change and land use map amendment are initiated.

COMMENTS:
The applicant is requesting a zone change to rezone the property generally located west of
North Main Street between Banyan Street to the south and West Peach Street to the north
from "CN" Neighborhood Commercial District and "R -MF -1" Multifamily District to "R-5.0"
Zero Lot Line District. In addition the applicant proposes to update the Master Land Use
Map II amending the referenced area from it's current designation as "LC" Commercial
Low -Intensity and "RH" Residential High -Density land uses to "RM" Residential Medium -
Density.
The subject property has been discussed in several Planning and Zoning Commission

multifamily zoning in the subject are was also inappropriate and should be rezoned as well.
The Commission at a February 19, 2008 deliberation session determined on a lot -by -lot
basis which properties in the subject area should be rezoned to "R-5.0" Zero Lot Line
District.
PRESENT ZONING AND USE:
The subject property is currently zoned "CN" Neighborhood Commercial District and "R-
MF -1" Multifamily District. A large portion of the subject property is vacant with a few single
family residences scattered throughout.
HISTORY OF TRACT AND SURROUNDING AREA:
The bulk of the subject property was zoned "C-2" Community Business District prior to the
1984 City Rezoning. A few small portions fronting along North Main Street were zoned
"S -P" Specific Use Permit prior to the 1984 Rezoning. Properties to the north, west and
east of the subject site were zoned "R-1 " Single Family District. One property to the east of
the subject site was zoned 1-1 Light Industrial District prior to the 1984 City Rezoning. To
the south of the subject property the pre -1984 zoning was comprised of "C-2" Community
Business District, "S -P" Specific Use Permit and "C -W" Commercial Warehouse District.
SURROUNDING ZONING AND EXISTING LAND USE:

"Zone A" Zone of Minimal Effect as defined on the "Aircraft Sound Exposure: Dallas/Fort
Worth Regional Airport Environs" Map. Few activities will be affected by aircraft sounds in
"Zone A" except for sound sensitive activities such as auditoriums, churches, schools,
hospitals, and theaters. The applicant's proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "LC" Commercial Low -Intensity land
use and a "RH" Residential High -Density land use. The applicant's rezoning request is not
in compliance with the Master Plan however, if approved, the accompanying Master Plan
amendment will bring the rezoning request into compliance.
