HomeMy WebLinkAboutItem 17 - Water Treatment PlantMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 21, 2024 SUBJECT: ENGINEERING SERVICES CONTRACT FOR WATER TREATMENT PLANT IMPROVEMENTS RECOMMENDATION: City Council consider approving an engineering services contract for the design of the Water Treatment Plant Improvements with Ardurra Group, Inc. and approval of an ordinance appropriating the funds. FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Utility Enterprise Fund in the estimated of $2,785,000. BACKGROUND: On November 15, 2022 council approved an engineering contract with Ardurra, Inc. to perform a preliminary design report for the Water Treatment Plant in the amount of $208,600.00. The design report included developing a concept plan for the rehabilitation and replacement of aging equipment and technology at the Water Treatment Plant. The original plant was constructed in 1959 and expanded in 1980 and again in 1989. No significant rehabilitation has taken place since that time. In addition to typical repairs, some treatment processes need to be improved to continue to meet TCEQ requirements. This contract is for the final design of the needed improvements at the Water Treatment Plant as follows: • Replace Clarifier Equipment in Plants 1 and 2. • Restoration of Flocculation Structure in Plant 1 • Replacing the lead pipe joints in the filter gallery to meet water regulations • Replace with updated underdrain blocks and add air scour technology in filters to accommodate optimized filter media for better treatment • Replace different sized header pipe' with a continuous 24-inch pipe from Plants 1, 2 and 3 and reduce chlorine feed point from 3 to 1 • Provide additional filtering capacity to meet demand and improve reliability • Rehabilitate Clear Wells No. 1, 2, 4 and 5 and replace Clear Well No. 3 • Preliminary Engineering Report for the removal of PFAS as recently mandated by the Environmental Protection Agency The cost for engineering services will be $2,784,355 (rounded to $2,785,000) for design and related construction phase services. The engineer's opinion of probable cost for the Water Treatment Plant Improvements is $18,000,000. The design and construction are anticipated to take approximately 60 months from the notice to proceed. A construction contract will need to be brought before City Council at the conclusion of the design phase. Construction of improvements will begin as soon as possible after final design as permitting through regulatory agencies. A design to treat the water for PFAS "forever chemicals" will also be brought before City Council for consideration. The Ardurra Group, Inc. is very capable and has provided this type of design service throughout the state of Texas. The principal engineer on the project has worked with the City of Grapevine in the past with very good results. Staff recommends approval. ORDINANCE NO. 2024-041 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $2,785,000 IN THE UTILITY ENTERPRISE CAPITAL PROJECTS FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete the design for improvements at the Water Treatment Plant, and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes the appropriation of $2,785,000 in the Utility Enterprise Capital Fund for engineering design services at the Water Treatment Plant. Section 3. That a copy of the revised FY 2023-2024 budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
