I T————M o I LJ .0 I °' Glade Rd. �, I H _ 0 REQUESTED CONDITIONAL USE, PLANNED DEVELOPMENT OVERLAY, AND COMMENTS- The applicant is requesting a conditional use permit to amend the previously approved site plan CU16-14 (Ord. 2016-042)/PD16-05 (Ord. 2016-043)for a planned commercial center in conjunction with an automotive dealership with sales and service of new and used vehicles specifically to include an additional dealership and allow for a 20-foot pylon sign and a planned development overlay to deviate from, but not be limited to, a reduction in the masonry requirements. This request is specifically to allow for a 13,184-square-foot addition to the existing Porsche dealership along with four electric vehicle (EV) charging stations. The applicant is also requesting a planned development overlay (PD24-03) to deviate from, but not be limited to, a reduction in the masonry requirements from Section 54 of the Comprehensive Zoning Ordinance, No. 82-73. The applicant is proposing to expand the existing Porsche dealership by adding a 13,184- square-foot area to the north of the existing building, which will be used for vehicle service and preparation. The proposed addition will have an aluminum composite metal facade that matches the existing structure. Due to this consistency, the applicant is requesting a planned development overlay to deviate from the reduction in masonry requirements from Section 54 of the Comprehensive Zoning Ordinance, No. 82-73. The site requires 334 parking spaces, and 1,084 parking spaces are provided. Of those, 138 parking spaces are designated for employees, and 29 spaces are for customers. There are currently four electric vehicle (EV) charging stations located adjacent to the south property line to the rear of the dealership. The applicant is requesting to bring the existing EV charging stations into compliance since they were established in March of 2022 with an electrical permit, prior to the approval of AM23-02 (Ord. 2023-051) on January 16, 2024. AM23-02 was an amendment to the zoning ordinance relative to electric vehicle (EV) charging stations and their supply equipment that established use-specific requirements and permitting through the conditional use permit process. PRESENT ZONING AND USE: The property is currently zoned "CC", Community Commercial District, and is an existing automotive dealership. HISTORY OF TRACT AND SURROUNDING AREA: The subject site was zoned "C-W", Commercial Warehouse District and 1-1", Light Industrial District prior to the 1984 City-wide Rezoning at which time the subject site was rezoned to "CC", Community Commercial District. • On July 16, 2013, City Council approved conditional use request, CU13-15 (Ord. 2013-33)to establish a planned commercial center(the Park Place Mercedes site and Grapevine Porsche site) and to allow additional parking. • On June 21, 2016, City Council approved conditional use request, CU16-14 (Ord. 2016-042) to allow an additional automotive dealership (Grapevine Porsche) with sales and service of new and used vehicles and a 20-foot pylon sign. • On June 21, 2016, City Council approved a planned development overlay, PD16-05 (Ord. 2016-043) to deviate from but not be limited to a reduction in the masonry requirements from Section 54 of the Comprehensive Zoning Ordinance, No. 82-73 • On February 5, 2020, the Site Plan Review Committee (SPRC) approved conditional use permit, CU19-40 to allow the addition of shade structures placed atop of 807 parking spaces to the subject site. • On July 7, 2021, SPRC approved conditional use permit, CU21-18 to allow property line adjustment due to acquiring former TxDot right-of-way along Texan Trail. CU24-11/PD24-03 2 On June 9, 2022, SPRC approved conditional use permit, CU22-19 to allow three additional shade structures in the rear parking area of the subject site. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "LI", Light Industrial District — Multitenant Warehouse Development SOUTH: "CC", Community Commercial District — Park Place Mercedes Dealership EAST: DFW Airport Property WEST: "LI", Light Industrial District—Grapevine Collision Autobody shop and Insco Distributing, Inc. AIRPORT IMPACT: The subject tract is located within "Zone B" zone of middle effect, as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In"Zone B", the following uses may be considered only if sound treatment is included in the building design: multifamily apartments, motels, office buildings, movie theaters, restaurant, personal and business services. Single-family residential and sound sensitive uses such as schools and churches should avoid this zone. The applicant's proposal is an appropriate use in this noise zone. MASTER PLAN APPLICATION: Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property as a Commercial (CO) land use. The applicant's proposal is compliant with the Master Plan. Section 2. That the City Manager is hereby directed to amend the official zoning map of the City of Grapevine, Texas, to reflect the herein conditional use permit. Section 3. That the terms and provisions of this ordinance shall be deemed to be severable and that if the validity of the zoning affecting any portion of the tract or tracts of land described herein shall be declared to be invalid, the same shall not affect the validity of the zoning of the balance of the tract or tracts of land described herein.
