ACKNOWLEDGEMENT
All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. if after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

Master Site Plan
• Please revise the required parking from 90 to 139 based upon the
occupant load of 416.
• Please add the following notes for the conditional use request:
a) Conditional use request CU16-19 is a request to amend the
previously approved site plan of CU15-37 (Ord. 2015-057) for a
planned commercial center with the possession, storage, retail
sales and on -premise consumption of alcoholic beverages (beer,
wine and mixed beverages), and a 20 -foot pole sign, specifically to
revise the floor plan, allow outside dining and outdoor
speakers/television monitors and revise the exterior elevations in
conjunction with a restaurant.
b) The entire site is the premise.
Dimensional Control Site Plan / Landscape Plan
• Please label the site plan (sheet 2 of 4) as the Dimensional Control site
Plan.
• Please provide an occupant load calculation for the subject restaurant.
The previous occupant load was calculated at 416.
• Please show the location of the existing pole sign and the setback to the
adjacent property line of 13 -feet.
• Please provide less dense hatching because when the sheet is reduced in
size to 11" x 17" the details may become obscured.
• Please show the existing landscaping including the proposed revisions as
found on the previously approved landscape plan form CU07-28 (la terra
studio 214.749-0333). It is important to show the location of ground cover,
trees and the shrubs screening the parking lot from William D. Tate
Avenue. The trees which have been removed per the previously
approved plan may be omitted.
• Please include the landscape tabulations for interior, perimeter and non-
vehicular areas.

For verification purposes please email a PDF of the revised final
plans to atriplett(a),grapevinetexas.gov. Please do not reproduce final
_copies requested below prior to receiving Plannina Staff annroval_
The above comments must be reflected in the revised submittal, for
the next public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The final revised submittal shall include:
Two (2) unfolded and unbound blackline full size copies of each sheet
(minimum size 22" x 34")
Five (5) reduced sorted (collated sets) copies at 11" x 17" stapled and z -
folded (fold the right edge to the left edge and then fold the right
edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda. If you have any questions please

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU15-37 (Ord. 2015-057) approved at the September 15,
2015 meeting for a planned commercial center with the possession, storage, retail sale
and on -premise consumption of alcoholic beverages (beer, wine, and mixed drinks) and
a 20 -foot pole sign in conjunction with a restaurant, specifically to revise the floor plan,
allow outside dining and outdoor speakers/television monitors and revise the exterior
elevations, and take any other action necessary.
BACKGROUND INFORMATION
Conditional Use Permit CU06-32 (Ord. 2006-56) was approved by the City Council at
the August 2006 meeting to allow for a 393 seat restaurant (Ferrari's Italian Villa) with
on -premise alcohol beverage sales and consumption. The elevations, floor plan and
monument sign of an existing 10,564 square foot restaurant, formerly occupied by
Golden Corral, were revised to accommodate Ferrari's. The Site Plan Review
Committee at their August 29, 2007 meeting approved Conditional Use Permit CU07-28
to revise the exterior elevations by adding an outdoor fireplace, fountains and gazebo,
revise the landscape plan, and revise the monument sign location of Ferrari's Italian
Villa. At the September 15, 2015 meeting the City Council approved Conditional Use
Permit CU 15-37 (Ord. 2015-57) to allow for a 20 -foot pole sign on the subject site.
With this request the applicant proposes minor floor plan and exterior elevation changes
to the existing restaurant. The floor plan changes include repurposing an existing open
space area into a new uncovered outdoor dining area adjacent to the south elevation.
Two monitors are proposed, one monitor within the new dining area and one monitor
with the existing covered pavilion. Seven outdoor speakers are proposed, three within
the existing covered pavilion, two within the pergola area and two within the proposed
seating area. The proposed exterior elevation changes include installing a new external
bar and door, a new French door, removal of an existing door, removal of an arched
feature, installing awnings and extending an existing arbor adjacent to the southeast
corner of the restaurant. The revised seating layout will seat 414 patrons requiring 138 -
parking spaces; 138 are provided. No additional changes are proposed to the subject
site.

This letter is to verify that your request for a conditional use permit located at 1200 William D Tate
Avenue and platted as Lot 3R, Block 1, Towne Center No. 2, specifically to allow outside dining and
outdoor speakers/television monitors and revise the exterior elevations was approved by the Site
Plan Review Committee on August 3, 2016 with the condition that all outdoor speakers shall be
used for background music only. A copy of the approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
