HARDY, DIRECTOR OF DEVELOPMENT SERVICES MEETING DATE: JANUARY 21, 2003 SUBJECT: AMENDMENTS TO THE FUTURE LAND USE MAP II RECOMMENDATION Staff recommends the Planning and Zoning Commission consider amending the Official City of Grapevine Future Land Use Map II to bring land use designations into compliance with recent zoning changes and take any action necessary. BACKGROUND INFORMATION Since the Comprehensive Master Plan was last updated, development trends within the City have diverged from those incorporated in the plan. The proposed update will correct those discrepancies noted between the current zoning/development of certain sites and their land use designations as shown on the Future Land Use map. The following zoning cases and sites are reflected in the proposed map update (please note that the numbering of the exhibits matches the numbering below): 1. 2. 3. 4. 5. 6. Z92-05, Heritage Center site rezoned from "LI" Light Industrial District to "GU" Governmental Use District; land use designation to be changed from Industrial Use to Governmental Use. Z92-06, Palace Theater site rezoned from "CBD", Central Business District to "GU" Governmental Use District. The land use designation is to be changed from Central Business District to Governmental Use District. A portion of the strip mall located on the north side of Hall -Johnson Road, south of the Belfort Addition is zoned "CC" Community Commercial District, yet designated Low Intensity Commercial. The site designation will be changed to Commercial Uses designation. Z93-03, Grapevine Elementary School site rezoned "GU" Governmental Use District, land use designation changed from Low Density Residential to Governmental Use. Z94-07, Various park sites in the city rezoned to "GU" District; land use designation to be changed to Governmental Use. Z94-09, site rezoned from "LI", Light Industrial District to "PO" Professional Office District; land use designation to be changed from Industrial Uses to Low Intensity Commercial Uses. 0AMUNP03-01.4 1 7. Z95-04, site rezoned from "R-20", Single Family District to "BP", Business Park District, yet the site is designated Commercial. Land use designation to be changed from Commercial Uses to Industrial Uses. 8. Z95-18, site incorporated into Timberline Elementary School for playground and rezoned to "GU" Governmental Use District, land use designation to be changed from Low Density Residential to Governmental Use. 9. Z95-20, a portion of DFW Business Park, located along State Highway 26, is rezoned from "Ll" Light Industrial District to "CC", Community Commercial District, land use designation to be changed from Industrial Uses to Commercial Uses. 10. Z96-05, Nash Farm rezoned from "R-7.5", Single Family District to "GU", Governmental Use District, land use designation to be changed from Low Density Residential to Low Intensity Commercial. 11. Z96-07, Bessie Mitchell Meeting House rezoned from "R-TH", Townhouse District to "GU", Governmental Use District, land use designation to be changed from Medium Density Residential Uses to Governmental Use. 12. The two Langley houses located on North Main Street, recently given "HL" designation, are zoned "R-7.5" but are designated High Density Residential; land use designation to be changed to Low Density Residential. 34. The land use designations and their corresponding zoning districts are as follows: • Low Density Residential — All Single Family Districts and "PRD -6", Planned Residential Low Density • Medium Density Residential — "R-5.0", Zero Lot Line; "R-3.5", Two Family District; "R-3.75", Three and Four Family District; "R -MH", Manufactured Home District; "R- TH", Townhouse District; and "PRD -12", Planned Residential Medium Density. • High Density Residential — "R -MF -1" and "R -MF -2", Multifamily Districts and "R - MOD -H", Modular Homes District. • Governmental Use — "GU", Governmental Use District • Central Business District — "CBD", Central Business District • Low Intensity Commercial — "LB", Limited Business District; "GV", Grapevine Vintage w, District; "CN", Neighborhood Commercial District; "PO" Professional Office District; and "NGT", Historic Grapevine Township District. • Commercial — "CC", Community Commercial District; "HC", Highway Commercial District; "HCO", Hotel/Corporate Office District; and "PCD", Planned Commerce Development District. • Industrial — "LI", Light Industrial District; and "BP", Business Park District. • Industrial/Commercial - "PID", Planned Industrial Development District • Recreational/Amusements — "RA", Recreation/Amusement District Many of the sites on which the zoning designation does not correspond with the Master Plan are sites that have been rezoned to the "GU", Government Use District for the development of parks and schools. Likewise, development along the Dallas Road corridor has deviated from the commercial development anticipated for this area and 92-08as been developed with warehouse uses. Much of the new development has required change in zoning from "CC" Community Commercial District to "LI" Light Industrial District. Conversely, the industrial development planned for along Highway 26 has not materialized. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Ordinance No. 87-11, as amended, passed by the City Council on February 17, 1987, which adopted the Comprehensive Master Plan 1974- 1994 Update 1987 of the City of Grapevine, Texas is hereby amended by the adoption of an amendment to Map 2 Land Use Plan attached hereto and made a part hereof as Exhibit "A." Section 3. That the Comprehensive Master Plan 1974-1994 Update 1987, Map 2 Land Use Plan, a true and correct copy of which is on file with the City Secretary of the City of Grapevine, Texas, is hereby adopted by the City of Grapevine, Texas and from the effective date of the adoption of this ordinance forward shall be used as an amendment to the Map 2 Land Use Plan of the City. Section 4. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person of circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect.
