HARDY, DIRECTOR OF DEVELOPMENT SERVICES MEETING DATE: JANUARY 21, 2003 SUBJECT: AMENDMENTS TO THE FUTURE LAND USE MAP II RECOMMENDATION Staff recommends the Planning and Zoning Commission consider amending the Official City of Grapevine Future Land Use Map II to bring land use designations into compliance with recent zoning changes and take any action necessary. BACKGROUND INFORMATION Since the Comprehensive Master Plan was last updated, development trends within the City have diverged from those incorporated in the plan. The proposed update will correct those discrepancies noted between the current zoning/development of certain sites and their land use designations as shown on the Future Land Use map. The following zoning cases and sites are reflected in the proposed map update (please note that the numbering of the exhibits matches the numbering below): 1. Z92-05, Heritage Center site rezoned from "Ll" Light Industrial District to "GU" Governmental Use District; land use designation to be changed from Industrial Use to Governmental Use. 2. Z92-06, Palace Theater site rezoned from "CBD", Central Business District to "GU" Governmental Use District. The land use designation is to be changed from Central Business District to Governmental Use District. 3. A portion of the strip mall located on the north side of Hall-Johnson Road, south of the Belfort Addition is zoned "CC" Community Commercial District, yet designated Low Intensity Commercial. The site designation will be changed to Commercial Uses designation. 4. Z93-03, Grapevine Elementary School site rezoned "GU" Governmental Use District, land use designation changed from Low Density Residential to Governmental Use. 5. Z94-07, Various park sites in the city rezoned to "GU" District; land use designation to be changed to Governmental Use. 6. Z94-09, site rezoned from "LI", Light Industrial District to "PO" Professional Office District; land use designation to be changed from Industrial Uses to Low Intensity Commercial Uses. 0AMUNP03-01.4 1 ti 7. Z95-04, site rezoned from "R-20", Single Family District to "BP", Business Park District, yet the site is designated Commercial. Land use designation to be changed from Commercial Uses to Industrial Uses. 8. Z95-18, site incorporated into Timberline Elementary School for playground and rezoned to "GU" Governmental Use District, land use designation to be changed from Low Density Residential to Governmental Use. 9. Z95-20, a portion of DFW Business Park, located along State Highway 26, is rezoned from "LI" Light Industrial District to "CC", Community Commercial District, land use designation to be changed from Industrial Uses to Commercial Uses. 10. Z96-05, Nash Farm rezoned from "R-7.5", Single Family District to "GU", Governmental Use District, land use designation to be changed from Low Density Residential to Low Intensity Commercial. 11. Z96-07, Bessie Mitchell Meeting House rezoned from "R-TH", Townhouse District to "GU", Governmental Use District, land use designation to be changed from Medium Density Residential Uses to Governmental Use. 12. Z96-21, site rezoned "GU", Governmental Use District for Carroll ISD site along Kimball Road, land use designation to be changed from Low Intensity Commercial to Governmental Use. 13. Z97-20, site rezoned from "PCD" Planned Commerce Development District to "LI" Light Industrial District, land use designation to be changed from Commercial Uses to Industrial Uses. 14. Z97-23, site rezoned from "R-20", Single Family District to "GU", Governmental Use District, land use designation to be changed from Low Intensity Residential to Governmental Use. 15. Z98-10, site rezoned from "PCD", Planned Commerce District to "Ll", Light Industrial District; land use designation to be changed from Commercial Uses to Industrial Uses. 16. Z98-16, site rezoned from "PO" Professional Office District to "HCO", Hotel/Corporate Office District for development of Capital Center; land use designation to be changed from "CBD", Central Business District Uses to Commercial Uses. 17. Z99-09, Grapevine Middle School site, rezoned from "R-MF-2" Multifamily District and "CN", Neighborhood Commercial District to "GU" District, land use designation to be changed from Commercial Uses and High Density Residential Uses to Governmental Use. 18. Z99-16, Classic Concepts, site rezoned from "R-7.5°, Single Family District to "PO" Professional Office District; land use designation to be changed from Low Density Residential Uses to Low Intensity Commercial Uses. 19. Z00-01, site rezoned from "R-7.5", Single Family District to "GV", Grapevine Vintage District for Cross Timbers Winery; land use designation to be changed from Low Intensity Residential Uses to Low Intensity Commercial Uses. 20. Z00-02, City parking lot along Dallas Street, rezoned from "LI", Light Industrial District to "GU", Governmental Use District, land use designation to be changed from Industrial Use to Governmental Use. 21. Z00-03, site rezoned from "R-MF-1", Multifamily District to "R-5.0", Zero Lot Line District for a single family residential development along Tanglewood Drive, land 0:\ZCU\MP03-01.4 2 use designation to be changed from High Density Residential to Medium Density Residential. 22. Z00-04, Silverlake Estates, rezoned from "R-7.5, Single Family District to "R-5.0", Zero Lot Line District for period homes; site designation to be changed from Low Density Residential to Medium Density Residential uses. 23. Z00-09, site rezoned from "CN", Neighborhood Commercial District to "R-5.0", Zero Lot Line District for Single Family residential development along Glade Road; land use designation to be changed from Low Intensity Commercial Uses to Medium Density Residential Uses. 24. Z00-13, J.A. Green Trade Park West, rezoned from "PCD", Planned Commerce Development District to "LI", Light Industrial District; land use designation to be changed from Commercial Uses to Industrial Uses. 25. Z00-14, site rezoned from "PCD", Planned Commerce Development District to "R- 7.5", Single Family District for single family residential development; land use designation to be changed from High Intensity Commercial Uses to Low Density Residential Uses. 26. Z01-05, site rezoned from "R-MF-1", Multifamily District to "R-5.0", Zero Lot Line District on Turner Road, land use designation to be changed from High Density Residential Uses to Medium Density Residential Uses. 27. Z01-10, site rezoned from "CC, Community Commercial District to "BP", Business Park District along Mustang Drive; land use designation to be changed from Commercial Uses to Industrial Uses. 28. Z01-14, rezoning "The Hill" from "R-MF-1" Multifamily District to "R-5.0", Zero Lot Line District and the Grapevine Housing Authority site from "R-MF-1", Multifamily District to "GU" Governmental Use District, land use designation to change from High Density Residential Uses to Medium Density Residential Uses and Governmental Use. 29. Z01-18, Baylor Office Park, rezoned from "PO", Professional Office District to "CC", Community Commercial District; land use designation to change from Low Intensity Commercial Uses to Commercial Uses. 30. Z01-19, Wal-Mart, site rezoned from "LI", Light Industrial District to "CC", Community Commercial District, land use designation to be changed from Industrial Uses to Commercial Uses. 31. Z02-02, site rezoned from "PID", Planned Industrial Development District to "R-MF- 1", Multifamily District, land use designation to be changed from Industrial Uses to High Density Residential Uses. 32. Z02-06, Grapevine Villas site rezoned from "PCD", Planned Commerce Development District to "R-MF-1", Multifamily District, land use designation to be changed from Commercial Uses to High Density Residential Uses. 33. The two Langley houses located on North Main Street, recently given "HL" designation, are zoned "R-7.5" but are designated High Density Residential; land use designation to be changed to Low Density Residential. 34. Cannon Elementary School, zoned "GU", Governmental Use District, yet designated Low Density Residential. The land use designation to be changed to Governmental Use. 0:\ZCU\MP03-01.4 3 s a; 35. Hudgins/Keeling House, rezoned from "R-TH", Townhouse District to "GU", Governmental Use District, land use designation to be changed to Governmental Use. The land use designations and their corresponding zoning districts are as follows: • Low Density Residential — All Single Family Districts and "PRD-6", Planned Residential Low Density • Medium Density Residential — "R-5.0", Zero Lot Line; "R-3.5", Two Family District; "R-3.75", Three and Four Family District; "R-MH", Manufactured Home District; "R- TH", Townhouse District; and "PRD-12", Planned Residential Medium Density. • High Density Residential — "R-MF-1" and "R-MF-2", Multifamily Districts and "R- MOD-H", Modular Homes District. • Governmental Use — "GU", Governmental Use District • Central Business District— "CBD", Central Business District • Low Intensity Commercial — "LB", Limited Business District; "GV", Grapevine Vintage District; "CN", Neighborhood Commercial District; "PO" Professional Office District; " and "HG7, Historic Grapevine Township District. • Commercial — "CC", Community Commercial District; "HC", Highway Commercial District; "HCO", Hotel/Corporate Office District; and "PCD", Planned Commerce Development District. • Industrial — "LI", Light Industrial District; and "BP", Business Park District. • Industrial/Commercial - "PID", Planned Industrial Development District • Recreational/Amusements — "RA", Recreation/Amusement District Many of the sites on which the zoning designation does not correspond with the Master Plan are sites that have been rezoned to the "GU", Government Use District for the development of parks and schools. Likewise, development along the Dallas Road corridor has deviated from the commercial development anticipated for this area and 92-08as been developed with warehouse uses. Much of the new development has required change in zoning from "CC Community Commercial District to "LI" Light Industrial District. Conversely, the industrial development planned for along Highway 26 has not materialized. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING ORDINANCE NO. 87-11 WHICH ADOPTED THE COMPREHENSIVE MASTER PLAN 1974-1994 UPDATE 1987 OF THE CITY OF GRAPEVINE, TEXAS ADOPTING AN AMENDMENT TO MAP 2 LAND USE PLAN OF THE COMPREHENSIVE MASTER PLAN UPDATE 1987 OF THE CITY OF GRAPEVINE, TEXAS; PROVIDING A SEVERABLITY CLAUSE AND PROVIDING AN EFFECTIVE DATE WHEREAS, on September 15, 1981, after public notice and hearing, the City Council of the City of Grapevine, Texas (the "City") adopted the Comprehensive Master Land Use Plan 1974-1994 Update 1980 by the passage of Ordinance No. 81-61; and WHEREAS, on February 17, 1987, after substantial study, public hearings and meetings of the City were conducted, the City Council prepared and adopted the Comprehensive Master Plan 1974-1994 Update 1987 by passage of Ordinance No. 87- 11; and WHEREAS, on December 15, 1987, the City Council adopted the Revised Map 2 Land Use Plan of the Comprehensive Master Plan 1974-1994 Update 1987 by the passage of Ordinance No. 87-93 to be used as a guide to manage the growth and development of the City; and WHEREAS, on November 16, 1993, the City Council adopted an amendment to Map 2 Land Use Plan of the Comprehensive Master Plan 1974-1994 Update 1987 by passage of Ordinance No. 93-55; and WHEREAS, on April 5, 1994, the City Council adopted an amendment to Map 2 Land Use Plan of the Comprehensive Master Plan 1974-1994 Update 1987 by the passage of Ordinance No. 94-27; and WHEREAS, on March 21, 1995, the City Council adopted an amendment to Map 2 Land Use Plan of the Comprehensive Master Plan 1974-1994 Update 1987 by the passage of Ordinance No. 95-20; and WHEREAS, on February 1, 2000, the City Council adopted an amendment to Map 2 Land Use Plan of the Comprehensive Master Plan 1974-1994 Update 1987 by the passage of Ordinance No. 2000-09; and WHEREAS, on October 17, 2000, the City Council adopted an amendment to Map 2 Land Use Plan of the Comprehensive Master Plan 1974-1994 Update 1987 by the passage of Ordinance No. 2000-108; and WHEREAS, after substantial study, joint workshops, public hearings and meetings, the City Council and Planning & Zoning Commission finds and concludes that it is in the best interest of the public and in support of the health, safety, morals and general welfare of the City that an amendment to Map 2 Land Use Plan of the Comprehensive Master Plan Update 1987 be adopted and used as a guide to manage the growth and development of the existing Grapevine Middle School Property from the effective date of the adoption of this ordinance forward. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Ordinance No. 87-11, as amended, passed by the City Council on February 17, 1987, which adopted the Comprehensive Master Plan 1974- 1994 Update 1987 of the City of Grapevine, Texas is hereby amended by the adoption of an amendment to Map 2 Land Use Plan attached hereto and made a part hereof as Exhibit "A." Section 3. That the Comprehensive Master Plan 1974-1994 Update 1987, Map 2 Land Use Plan, a true and correct copy of which is on file with the City Secretary of the City of Grapevine, Texas, is hereby adopted by the City of Grapevine, Texas and from the effective date of the adoption of this ordinance forward shall be used as an amendment to the Map 2 Land Use Plan of the City. Section 4. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person of circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect.
