PARK AND RECREATION FEES — LAKE GRAPEVINE
The City Council Corps of Engineers Lease Sub -Committee and the staff recommend
the City Council approve the following fee schedule relating to the use of boat ramps,
Silver Lake Campground and other City -leased Corps areas at Lake Grapevine.
BACKGROUND:
At the September 17, 2002 Council meeting, the City Council approved a six month
lease agreement with the Corps of Engineers for approximately 770 acres of parkland at
Lake Grapevine. The lease will expire on April 1, 2003 at which time the Council can
consider renewing the lease.
Since the lease agreement was approved by the Council, staff has inspected the
condition of facilities on Corps property including the roads, restrooms, picnic shelters,
docks and camping sites and facilities at Silver Lake Campground. Staff has also
prepared a maintenance plan for the Corps lease parkland and entered into contracts
with vendors for maintenance such as mowing, restroom cleaning and litter pickup. Staff
also has entered into contracts for the operation of the campground and collection of
boat ramp fees.
Corps officials have agreed to furnish supplies and materials to bring many of the
facilities up to safety and health standards as agreed upon with City staff. City staff has
agreed to furnish the labor to do the repairs. These facilities include the restrooms,
picnic shelters, docks and camping sites.
Before the staff is comfortable with the condition of the facilities, a number of repairs
must be completed. Staff evaluated the expenditures necessary to fund the repairs and
support the operations and maintenance of the Corps -leased parkland. That evaluation
also includes a review of revenue from the boat ramps and camping sites at Silver Lake
Campground. The bottom line: staff found more revenue is needed to fund the repairs,
operations and maintenance of the area.

Staff met with the Council Sub -Committee on November 6`h to discuss fee modifications
relating to the boat ramps, Silver Lake Campground and the use of other Corps areas
leased by the City in order to raise revenue. Below are the recommendations of the
Sub -Committee and staff.

Camping Fee $15 per day $16 per day — under 62
$7.50 per day $13 per day — age 62 and over
(w/Golden Age Pass) and handicapped
Note: Golden Age Pass is a federal pass for persons 62 and over that receive 50% off
the regular camping fee at federal campgrounds.

Note: The only Corps area where entrance fees were collected was Meadowmere Park.
Fees were collected at this park from April 1 through September 30.
Staff recommends approval of the new fee structure.
