PROJECT
City Council consider awarding a construction contract for the SH 360 Waterline
Construction Project to E.M. Construction in the amount of $163,750.70, authorize staff
to execute said contract, and take any necessary action.

This project will connect the existing water system in the vicinity of the SH 360 / SH 121
Interchange with the recently constructed system extending west from Euless Grapevine
Road at SH 360. The project includes the 10" waterline and fittings, fire hydrants,
installation by open cut, conventional boring and directional boring and replacement of
existing drives removed for pipe installation.

Bids were opened on December 17, 2002 with thirteen firms submitting bids. The low
bidder on the project was E.M. Construction with a bid of $163,750.70.

The low bid is within budget. E.M. Construction has not previously worked in the City but
has provided additional financial and experience data was requested. E.M. Construction
provided documentation that they are pre -qualified by the City of Fort Worth for work within
the City. Based on the information provided, Cheatham and Associates, the design
engineer for the project, recommends that the City award the contract to E.M. Construction.
Staff recommends approval.
