SUBJECT: APPROVAL OF BID 142-2002, ANNUAL CONTRACT FOR
AUTOMOTIVE LUBRICANTS
RECOMMENDATION:
City Council to consider approval of an annual contract for the lowest and best bid
meeting City specifications to KnightCo Oil Company as primary supplier and Jesse P.
Taylor as secondary supplier for automotive lubricants. Annual Contract expenditures
will occur on an as needed basis by the Fleet Services Division. A bid tabulation is
attached for review.
FUNDING SOURCE:
Annual contract expenditures will be made from the Fleet Services inventory account
and will be limited to the annual budget amount approved for this service.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). Bids were issued to fifteen vendors with
three vendors responding. Bids were publicly read aloud per the attached tabulation
sheet.
Notice to bidders was published in the Grapevine Sun on December 12, 2002 and
December 19, 2002.
The purpose of this bid is to establish fixed annual pricing for various types of
automotive lubricants for the Fleet Services Division. The contract will be for one year
with an option to renew for four additional one-year periods.
After reviewing the three bids received and in consultation with the requesting
department it was determined that item 7 shown on the bid tabulation should not be
awarded since each vendor misunderstood the technical specification requirements.
With the elimination of this item KnightCo Oil Company was the lowest overall bid
received. Jesse P. Taylor was the second overall lowest bid.

Staff recommends that a contract award be made to KnightCo Oil Company as primary
vendor and to insure product availability it is recommended that a contract award also be
made to Jesse P. Taylor as a secondary supplier.
