SUBJECT: AWARD OF DESIGN/BUILD CONTRACT FOR GRAPEVINE
MUNICIPAL GOLF COURSE MAINTENANCE FACILITY AND
CHEMICAL STORAGE BUILDING
RECOMMENDATION:
City Council to consider award of Part II of the Design/Build agreement for the
construction of the Grapevine Golf Course Maintenance Facility and Chemical Storage
Facility in the amount of $344,968.26, authorize staff to execute said contract and take
any necessary action.

The funds for the construction of these two facilities are available in the Lake Enterprise
Tax Note Series 2002 Fund, Account 210-48840-341-3.
It should be noted that the contract for this project establishes a Guaranteed Maximum
Price (GMP) for this project at $297,779.18. Should the Design/Builder find a means to
construct the aforementioned facilities (with the concurrence of the City staff) in a more
cost effective manner resulting in a lower actual construction cost than the Guaranteed
Maximum Price (GMP), the savings will be allocated to the City and the Design/Builder
based upon a 70-30 % split, respectively.

0 BACKGROUND:
As part of the ongoing improvements to the Grapevine Municipal Golf Course, the
Master Plan calls for the construction of a Maintenance Facility as well as a chemical
storage facility. The maintenance facility will be approximately 4,000 square feet and
the chemical storage facility will be approximately 288 square feet. These facilities will
be located just north of the existing maintenance facility at the course.
Mr. Ken Foreman of Construction Management Services worked with the staff to
develop a design criteria package, which will meet the needs of the Golf Course staff.
Requests for Qualifications were advertised and Statements of Qualifications were
received. Subsequently, interviews of 3 Design/Build firms were conducted. From those
interviews, T.W. Foster Contractors, Inc. was chosen by the Selection Committee as the
Design/Build Team with which we would undertake the negotiation process. T.W.
Foster, Inc. is the same firm, which recently completed construction of the Grapevine
Public Library.
On December 26, 2002, the City Of Grapevine entered into Part 1 of a Design/Build
Contract with T.W. Foster, Inc. for the construction of these aforementioned facilities.
The work under the Part I agreement provided coordination between the Design/Builder
and the staff to further develop the concept plan and to confirm that the project will meet
all regulatory requirements. In addition, it provided the City with a project budget, which
was needed in order to establish the Guaranteed Maximum Price. The work under the
Part I agreement is complete and final design will commence pending approval of Part II
of the agreement. Final design and construction is anticipated to be complete in 150
calendar days from the authorization of the Part II agreement.
This is the first time the City Of Grapevine has used the AIA Design/Build Contract. This
process is being utilized because staff believes that for this project a more cost-effective
product can be obtained using this method over the traditional Design -Bid -Build method
of construction. The City Attorney's Office has reviewed these contracts and
recommends approval.
Staff recommends award.
