What is the Public Protection Classification (PPC} system?
It is the countrywide classification system used by the Insurance Services
Office (ISO) to reflect a community's local fire protection for property
insurance rating purposes. The public fire protection of a city is graded by
using ISO's Fire Suppression Rating Schedule to develop the community's
classification.
How does the PPC system grade local fire protection?
ISO classifies communities from 1 (the best) to 10 ( the worst) based on
how well they score on the ISO Fire Suppression Rating Schedule, which
grades such features as water distribution, fire department equipment and
manpower and fire alarm facilities. ISO field representatives use the
schedule when surveying a community's fire protection capability. The
score that is determined from applying the Fire Suppression Rating Schedule
is translated into a public protection classification. A perfect score in Texas
is 106.5. It consists of 50 points for fire department capabilities, 40 points
for water supply and distribution, 10 points for receiving and handling fire
alarms and 6.5 points for a " Texas Addendum " that grades fire safety
education, building code enforcement, fire prevention code enforcement and
fire investigation capabilities.
What is the savings to homeowners and commercial property?
By changing from a classification from the cities current PPC from a 4 to a 2
would mean a reduction of 10% to the insurance premiums for each
homeowner and commercial property. A class 2 is the lowest number that
can be achieved for a homeowner but a class 1 is the lowest rating for all
other properties (commercial, retail, hotels, etc...) which will lower the
premium an additional 10%.

Concerning The Possible Improvement In
The City of Grapevine's
ISO Public Protection Classification
In this report I will prepare and analyze a mock grading, which would result
if an ISO Public Protection Survey were requested by the City of Grapevine.
This grading represents the best -case scenario to maximize the Public
Protection Classification for Grapevine. At present, the City of Grapevine
enjoys an ISO Public Protection Classification of 4. The mock grading
demonstrates that for The City of Grapevine an ISO Public Protection
Classification of 2 is appropriate. A point total of 88.65 would result with
Grapevine's existing infrastructure. This result assumes that The City of
Grapevine is required to have only five (5) fire stations in service. These
five (5) stations should house a total of five (5) engine companies and two
(2) ladder companies. Please remember that ISO standards relate only to the
fire insurance classification of Grapevine. These rating standards are not for
life safety purposes. When life safety is a consideration I suggest that a third
ladder company be placed in service at Fire Station # 5. However, this study
only relates to the ISO Public Protection Classification of Grapevine.
At the conclusion of the overview of the grading there will be a list of
suggested improvements which, if implemented, would allow Grapevine to
achieve a point total that would move the community into a Class 1. As
noted above these suggested improvements relate only to the fire insurance
classification of Grapevine. They are not for property loss prevention or life
safety purposes and no life safety or property loss prevention suggestions are
made.

0 OVERVIEW OF THE GRADING
Five (5) fire stations will be required. Each of the five stations will be
required to house an engine company and fire stations #1 and #4 will be
required to house a ladder company. This will require the City of Grapevine
to have a total of five (5) engine companies and two (2) ladder companies in
service. Two engine companies and one ladder company, as a minimum,
should respond to all first alarm structural fires. This grading assumes the
95 -foot aerial ladder presently in reserve is placed into service at Fire Station
#4 and that Fire Station #3 is relocated to the general vicinity of Mustang
Blvd. and Southwest Grapevine Blvd. Fire station #1 should continue to
house an engine company and a ladder company (minimum height of the
aerial ladder or elevating platform should be 100 -feet). Fire stations #2,
relocated #3 and #5 should house an engine company. I have assumed the
engine/ladder truck (engine with a 75 -foot aerial ladder) will be the
apparatus at station #5 to help with the life safety issue, which is not a part
of this study. However, this apparatus will be credited only as an engine.
The grading for this scenario is 88.65, ISO Class 2. Please see the
accompanying information for more detail. The suggestions for improving
this classification to ISO 1 are as follows (this assumes the benchmark is
88.65):
• Improve the training records. At present, training records are
not in a format that is compatible with ISO's required format.
This will add 2.27 points to the grading.
• Add a compressed air foam system to the existing engine
companies. This will add 1.5 points to the grading via the
Texas Addendum. Actually, only the Purchase Order needs
to be forwarded to Jesse Williams with The State Fire
Marshal's Office for his approval. When the compressed air
foam systems are in service Mr. Williams will visit
Grapevine to document their existence. Do not forward this
information to ISO. The addendum is under control of The
State Fire Marshal's Office

• Providing the department with the following additional
equipment for the existing 118 -foot aerial ladder truck at fire
station #1: Two self contained breathing apparatus, two spare
cylinders, four 12 x 18 -foot salvage covers, one hose hoist,
one 35 -foot extension ladder, one 40 -foot extension ladder (a
second 35 -foot extension ladder can substitute for the 40 -foot
extension ladder), and two 6 -foot pike poles. This will add
0.40 points.
• Providing the department with the following additional
equipment for the 95 -foot ladder truck at fire station # 4:
Two self contained breathing apparatus, two spare cylinders,
eight 12 x 18 -foot salvage covers, one hose hoist, a 35 -foot or
40 -foot extension ladder (40 -foot extension ladder is
required) and a 20 -foot roof ladder. This will add 0.38
points.
• Inspecting the fire hydrants semi-annually. This will add
0.77 points.
• Properly preplan all the commercial properties within the fire
department boundaries of Grapevine and update them
semiannually. This would add 0.81 points
• Increase the company training in and around the fire station
to 20 hours per member per month. This would add 0.19
points.
In summary, based on the information provided me by the City of
Grapevine, the grading result would be 94.97 if all the suggested
improvements (7 bullets above) were implemented. A point total of 94.97
will result in a Public Protection Classification of 1.
The City of Grapevine is presently a Class 4. Improving to a classification
of 1 will result in an automatic review in New York. This is a very technical
review. I strongly suggest that the City of Grapevine achieve a Class 2 prior
to attempting the move to a Class 1.

My recommendation to the City of Grapevine is to request an ISO survey
as soon as practical. This suggestion has been conveyed to Chief Anderson.
I suggest Chief Anderson utilize all the extensive support data that I
developed for this study when ISO actually surveys the City of Grapevine.
The maps I generated will be especially useful to the ISO Field
Representative assigned the City of Grapevine. This support data will
demonstrate to the assigned field representative that a Public Protection
Classification of 2 is appropriate.
I enjoyed working with Chief Anderson and the various other City Officials
from the City of Grapevine. If an explanation of this report is needed I will
be happy to meet with the City of Grapevine anytime (day or night) at no
additional expense to the community. I have explained this type of
information to many city councils over the last 26 -years. I appreciate the
opportunity afforded me by the City of Grapevine and look forward to
working with your community in the future.
