SUBJECT: CONSIDER AWARD OF BID FOR CARDIOVASCULAR
EQUIPMENT FOR THE COMMUNITY ACTIVITIES CENTER
RECOMMENDATION:
Staff recommends the City Council consider approval of a bid for six pieces of
cardiovascular equipment for the Community Activities Center with Fitco in the amount
of $24,985. A copy of the bid tabulation is attached for review.
FUNDING SOURCE:
Funds are available in the Equipment Acquisition Note Fund account 325-42281-000-0-
000006.
BACKGROUND:
The Grapevine Community Activities Center (CAC) services approximately 700 residents
per day. The fitness room at the CAC is in operation 92 hours per week. Currently,
there are 18 pieces of cardiovascular equipment at the CAC. The range in age of the
equipment is from two to seven years with the life expectancy approximately three
years.
The current Permanent Capital Maintenance Fund budget allows for the replacement of
two pieces of equipment per year which means it takes approximately nine years to
replace every piece of equipment. This will result in most pieces of equipment being in
use two to three times past their life expectancy, which leads to continuous breakdowns
and customer dissatisfaction. This also means greater maintenance costs for repairs.
Staff recommends the City Council consider a new replacement program for the
cardiovascular equipment utilizing the Equipment Acquisition Note Fund. This will allow
the equipment to be turned over every three years with six pieces being replaced each
year, which will result in greater customer satisfaction and decreased maintenance cost.

A total of three written quotes were received for the replacement of six pieces of
cardiovascular equipment for the CAC. The lowest quote that met specifications was
from Fitco in the amount of $24,985. This amount includes parts and labor during the
three year warranty period as well as shipping, delivery and installation.
House Bill 197 raised the formal bid limit from $15,000 to $25,000. In accordance with
City Purchasing Policy, three written bids were received. Because the total amount was
under the $25,000 threshold, an advertisement was not required.
